Minimum Qualifications:Best Practice & Group Discussion

 

PTC-NC’s next free training forum will focus on “minimum qualifications” (MQs). Our speakers, Karen Coffee, Bryan Baldwin and Tina Pruett, will cover some fundamental issues on the topic:

  • Where did MQs come from and why?
  • What are the pros and cons of MQs?
  • Where are we today with MQs in light of modern assessment?
  • Can they still be used effectively as part of a selection system?

    After the presentation, the speakers will open the floor to group discussion regarding MQ best practices in organizations. We look forward to your participation and unique perspective on the topic! Lunch will be provided.

    About the Presenters 

    Bryan Baldwin is currently the Personnel Officer for the California Department of Justice (DOJ).  Bryan has nearly 15 years of HR experience in both the public and private sectors in a wide variety of disciplines.  In addition to DOJ, Bryan worked at the Washington Department of Personnel and the California State Personnel Board.  He has a Masters degree in Organizational Behavior and is on the PTC-NC Board of Directors.  His blog can be found at hrtests.blogspot.com.

    Karen Coffee began her career at the California State Personnel Board where she held a variety of positions in several divisions. From February 1998 until July 2001 she served as Chief of Personnel Management Services at the California Department of the Youth Authority. In July 2001, she returned to the California State Personnel Board to assume the position of Chief of Merit Employment and Technical Resources. In 2007 Karen moved to the California Prison Health Care Services where she served as the Deputy Director of Human Resources. Karen retired in 2009, and now works part time as a Human Resources Consultant. Karen has served as President of several national and regional professional personnel associations, including IPMAAC, WRIPAC, PTC/SC and PTC/NC and has published articles in national journals. Karen was the 1990 recipient of the Stephen E. Bemis Memorial Award for excellence in personnel management and the 2003 recipient of the Clyde J. Lindley Distinguished Service Award from the International Public Management Association Assessment Council. Karen received her Bachelor of Arts degree from Stanford Univeristy and a Masters in Public Administration from UCLA.

    Tina Pruett currently works as a Senior Analyst with the Recruitment & Assessment Services team for the City and County of San Francisco. Tina started her public sector career in 2008 with Hayward Unified School District as a Human Resources Analyst, before joining the City in 2011. Prior to that, she spent 8 years in the private sector providing Human Resources, Accounting, and Operational Management for small companies. Tina has a Masters degree in Public Administration in Human Resources and Change Management, and a BA in Psychology. She is currently a PTC-NC Board member, following a year as Vice President. Tina is also very active with WRIPAC, and will take office as WRIPAC President in July, and currently serves as President Elect and Marketing Committee Chair.
