We invite you to participate in this Export Control Reform seminar at Dorsey & Whitney, LLP in Seattle, WA.

This one day training will provide in-depth exposure to core elements of the federal Export Control Reform (ECR) initiative. Regulatory, compliance, and engineering officers will provide guidance on key ECR elements including licensing issues, "specially designed" and license exceptions such as the Strategic Trade Authorization. The seminar will focus on new and recently-changed compliance requirements and provide the information exporters need to comply with U.S. export control requirements on commercial goods. This course will be especially useful to defense industry exporters who must comply with Export Administration Regulations (EAR), and to all exporters who may now support U.S. military items without incurring International Traffic in Arms Regulations (ITAR) liability.

About the Instructors

The seminar instructors are experienced export policy specialists and enforcement personnel from BIS and other federal agencies. The instructors will be available throughout the seminar to answer your questions.

ELROY GENE CHRISTIANSEN, U.S. Department of Commerce, Bureau of Industry and Security

Mr. Elroy Gene Christiansen is the senior licensing officer in the Office of National Security and Technology Transfer Controls, Bureau of Industry and Security.

In addition to processing licenses for aerospace and marine items, he manages the commodity jurisdiction, commodity classification and licensing determinations for the Office. As a senior engineer, he is involved in many intra- and inter-agency working groups that are considering changes to export controls and practices. He is a frequent participant in the Department's Export Administration Regulations training program and is the Bureau authority on aerospace the technology transfer issues.

Mr. Christiansen joined the Department of Commerce in 1983 after serving 20 years in the Air Force. He holds a B.S. degree in mechanical engineering from Brigham Young University and a Masters in mechanical engineering from the University of Missouri.

TIMOTHY MOONEY, U.S. Department of Commerce, Bureau of Industry and Security

Mr. Timothy Mooney is a Senior Export Policy Analyst with the Regulatory Policy Division in the Office of Exporter Services/Export Administration with the U.S. Department of Commerce, Bureau of Industry and Security (BIS).

Mr. Mooney joined BIS in July 2004. As a Senior Export Policy Analyst, he is responsible for drafting rules to revise the Export Administration Regulations (EAR). Since 2004, Mr. Mooney has helped to draft sixty-one rules that have amended or requested public comments on the EAR.  Mr. Mooney is actively involved in the current Export Control Reform (ECR) Initiative, including helping to draft the April 16, 2013 initial implementation of ECR final rule.  

Mr. Mooney’s duties at BIS include providing guidance to companies regarding regulatory issues, including speaking about the EAR at various seminars around the United States and internationally. 

Before joining BIS, Mr. Mooney worked in an Assistant Director, PR and Research position for five years with the Japan External Trade Organization’s (JETRO) office in Denver, Colorado (May 1999 - June 2004).  

Mr. Mooney has a Master of Arts degree in International Studies from the University of Denver, Josef Korbel School of International Studies (June1998) and a Bachelor of Arts degree from the State University of New York, College at Brockport (August 1992). 

LARRY SULLIVAN, U.S. Department of Commerce, Bureau of Industry and Security 

Larry Sullivan received a Bachelor of Science degree (Summa cum Laude) in Business Management from the University of Maryland and a Master of Science degree in Systems Management (Information Systems) from the University of Southern California.

He is a decorated combat veteran and former intelligence officer who has lived, traveled and worked around the world.  For more than twenty years, he represented firms from the relatively small to Fortune 500 companies in the international arena.

 He has spoken at numerous trade-related events in the U.S. and around the world including venues in France, Germany, Singapore, Spain and the United Arab Emirates. 

He has also been a guest speaker on export controls, international trade and nonproliferation at such prestigious institutions as San Jose State University, the Monterey Institute of International Studies and the Center for Nonproliferation Studies.

Mr. Sullivan is currently with the U.S. Department of Commerce Bureau of Industry and Security (BIS) Western Regional Office, San Jose branch where he provides export counseling and licensing guidance to individuals and firms
