“Flying Under The Radar”

                With all the changes coming out of Washington, D.C. are your CTE programs still compliant?  Or does your organization continue to risk flying under the radar?

                The Office of Chief Financial Officer (OCFO) at USDE has issued new guidance on certifying time and effort.  The Office of Management and Budget (OMB) is revising the Circulars on the Cost Principles (A-87 and A-21), Administrative Principles (A-102 and A-110) and Audit Principles (A-133).  The Office of Vocational and Adult Education (OVAE) is conducting more rigorous monitoring and issuing findings related to CTSOs, financial management, lack of written policies and procedures, as well as programs of study. 

                Michael Brustein will conduct a NACTEI pre-conference session to discuss all of these key developments impacting the Perkins program.  In addition, Michael will provide the potential cuts to federal support for CTE, including the implications of sequestration cuts for July 1, 2013 and October 1, 2013. 

                Michael Brustein is a founding partner of the firm Brustein & Manasevit, PLLC, and is a nationally recognized authority on the federal delivery system for workforce and career/technical education.  He has authored/coauthored numerous books on Perkins (I) (II) (III) (IV), and the Tech Prep Education Act.
