The BIA will be hosting a Land Use 101 Seminar that provides an understanding on how local, state and federal regulations affect the land use process. The Land Use 101 briefing will be conducted by land use and real estate law expert, David Watson of Duane Morris. The laws governing real estate development can seem complex, confusing, contradictory and overwhelming. It is intended to provide a greater understating of the regulatory process that seems to change almost daily. Anyone intending to develop property must contend with a host of federal, state and local statutes regulating use of land. This presentation serves as an introduction to some of the key regulatory concepts, particularly local land use regulation.

David E. Watson practices in the area of real estate law, land use, planning and entitlement. Mr. Watson represents land developers and homebuilders, as well as clients in the education and tourism and hospitality industries. He has served as counsel in the development and approval of master plans for some of San Diego's major universities, tourism attractions, professional sports facilities and research institutions. He is a former member of the City of San Diego Planning Commission and served as chair of the Citizens’ Task Force on Chargers Issues in 2003. He served on the Board of Directors of the San Diego County Fair, one of the five largest fairs in North America, appointed by California Governor Jerry Brown, from 2011 -2020.
