California has a new approach to measuring a project’s traffic impacts: Vehicle Miles Traveled, or “VMT” for short. Now under CEQA, instead of analyzing how a project impacts nearby intersections and streets, projects will need to measure how far their typical resident or employee will drive everyday and compare that to a local or regional average. Infill projects are generally at an advantage, but the devil is in the details.
