NOAA - SBIR Program 

Small Business Innovation Research Program (SBIR) targets the entrepreneurial sector because that is where most innovation and innovators thrive. However, the risk and expense of conducting serious R&D efforts are often beyond the means of many small businesses. By reserving a specific percentage of federal R&D funds for small business, SBIR protects the small business and enables it to compete on the same level as larger businesses. SBIR funds the critical startup and development stages and it encourages the commercialization of the technology, product, or service, which, in turn, stimulates the U.S. economy.

About the Presenter: Mr. Richard Fulton has been the NOAA SBIR Program Manager in TPO since March 2020. He is a meteorologist and has been a NOAA and NASA employee in multiple science, technology, and engineering research and development offices during his 35 year career. Prior to coming toTPO’s SBIR program, he was the NOAA Weather Testbeds and Air Quality Program Managerin OAR’s Office of Weather and Air Quality since 2015. He managed a portfolio of about 100 grant projects at many universities to develop, transition, and apply cutting-edge technology to NOAA’s National Weather Service to improve weather and air quality forecasting and warning services for tornadoes, severe thunderstorms, flooding, and hurricanes. Prior to that he worked in NOAA’s Environmental Satellite and Information Service as an engineering project manager developing and planning next generation weather satellite observing systems and also NOAA’s National Weather Service as a project manager and team leader in Doppler weather radar applications to hydrology. He started his career at NASA’s Goddard Space Flight Center doing remote sensing research and development using geostationary and polar-orbiting weather satellites, polarimetric weather radars, and high-altitude research aircraft. He is a certified Project Management Professional by the Project Management Institute since 2008.
