How to Write a Winning Federal Proposal 

This workshop seeks to assist individuals in learning how to respond to a federal request for proposal (RFP).  The course addresses all aspects of the proposal development lifecycle to include: pre-proposal actions, RFP dissection, compliance, proper response and management activities, and proposal reviews.  Best practices and techniques for proposal development will be presented. This is not a proposal writing course. It is recommended that you take the Federal Contracting – Capture and Execution workshop prior to this workshop.

Parking Information:

Arlington Economic Development (AED) is located on the 15th floor of the tallest building of the three Ballston Plaza office buildings. Parking is available in the garage under the building but unreserved spaces can be limited. If you are unable to find an unreserved space, please park in a tandem space and use one of the call boxes to leave your key with the attendant. Parking costs $5 for the first hour and $11 after that. Hours of operation are from 7:00 a.m. to 11:00 p.m.

Mr. McClure will share his experience and best practices managing and leading multi-participant proposal development teams in all stages of the proposal lifecycle. He will present the steps and process for creating a successful proposal including: Pre-Proposal Planning, Schedule Development, Proposal Outlining, Proposal Development, Color Team Proposal Reviews and Recovery, and Proposal Production/Submission. He will discuss the roles of proposal managers, business development professionals/capture managers, technical experts, writers and editors, graphic designers and desktop publishers, and other bid team members to create winning federal proposal responses in a time-sensitive environment. He provides tips for implementing best practices and standard procedures/processes throughout the entire proposal lifecycle.

Mr. McClure holds a Bachelor’s degree from the University of North Carolina – Chapel Hill and a Master’s degree from the University of California – Irvine, and is certified by the Association of Proposal Management Professionals (CF APMP). As a proposal manager at Global Services, he assists clients in implementing best practices and standard procedures/processes throughout the entire proposal lifecycle
