Not only have health and safety issues been the leading causes of deficiencies for Head Start and Early Head Start programs over the last several years, the emphasis by the Office of Head Start on these health, safety, and facilities issues seems to be growing with the transition to five-year grants and the introduction of the new, aligned monitoring system.  This special, two-day institute looks at the areas most likely to give rise to problems and explains what Head Start and Early Head Start agencies can do to avoid health and safety issues.  Because non-safety facilities-related issues have been another frequent source of findings and questioned costs, the institute will also tackle the toughest facilities issues faced by programs.  The Head Start Health, Safety, and Facilities Institute will help your Head Start or Early Head Start program stay safe and out of the recompetition pool.

Over the course of two days, the conference will explore Head Start and Early Head Start health, safety, and facilities issues in detail, including:

• Critical health and safety issues resulting in deficiencies and recompetition;
• Discussions of real world examples, the consequences, and how issues could have been handled;
• Providing safe environments for classroom based Head Start and Early Head Start programs;
• Ensuring playground safety;
• Health and safety issues for other program options;
• Health and safety monitoring under the new aligned monitoring framework;
• The relationship between health and safety and CLASS;
• Health and safety issues outside the facilities context (including child supervision and appropriate discipline);
• Fulfilling safe transportation requirements;
• Important non-safety facilities issues (including leases with related parties and payment of acquisition costs using Head Start funds);
• Application of the Davis-Bacon Act to Head Start and Early Head Start facilities; and,
• Responding to health, safety, and facilities issues.

The institute will discuss these topics and more to provide attendees with the critical information needed to ensure the health and safety of their Head Start and Early Head Start children, families, and staff, as well as to ensure compliance with other facilities-related requirements.  There will also be extensive opportunities for attendees to ask questions about Head Start and Early Head Start health, safety, and facilities issues.

OUTCOMES AND OBJECTIVES

Participants in this special two-day institute will gain the legal, regulatory, and technical knowledge needed to comply with Head Start and Early Head Start health, safety, and facilities requirements.  Institute attendees will:

• Gain a better understanding of the most common problem areas related to health, safety, and facilities, and how to avoid these red flag issues;
• Understand the relationship between health and safety issues and the transition to five-year grant cycles;
• Learn about the changes to Head Start and Early Head Start health and safety monitoring under the new, aligned monitoring framework and what reviews will expect to see;
• Understand the components of an effective monitoring program and how to implement effective health and safety monitoring procedures;
• Understand non-facilities related health and safety requirements (including requirements related to human resources management and transportation); and,
• Know how to respond to health, safety, and facilities issues.

AUDIENCE

This unique Head Start Health, Safety, and Facilities Institute will benefit Executive Directors, Head Start and Early Head Start Directors, Governing Board and Policy Council members, Facilities Managers, Transportation Managers, Center Administrators, and front-line program staff.

REGISTRATION AND PRICING

To allow for increased interaction, the number of registration opportunities available for this institute is limited.  Registration for the Head Start Health, Safety, and Facilities Institute is just $399 per person.  Cancellations before October 20, 2014, are subject to a $25 administrative fee, and all cancellations on or after October 20, 2014 (but before November 3, 2014) are subject to a $125 administrative fee.  Refunds will not be issued for cancellations on or after November 3, 2014.  In lieu of cancellation, registrants may substitute another participant from his or her organization at no charge.  Please note that the conference registration fee does not include lodging or transportation; conference participants are responsible for making their own hotel and transportation reservations. However, Orlando was selected as the site for this conference because of the large number of budget-friendly transportation options from throughout the country. 

Given the limited number of spaces available, at the door registration will not be available for this conference.  You must register in advance.  Please bring your event "ticket" or registration confirmation with you to speed your on-site conference check-in on the morning of December 4, 2014.  Conference check-in will begin at 8:00 A.M.  The morning session will start promptly at 8:30 A.M.

HOTEL

ABOUT THE SPEAKER

R. Brian Tipton is a practicing attorney with more than a decade's experience working with nonprofits and grant-funded organizations across the United States.  Currently, Brian is Managing Director with The Private Client Law Group, P.C., in Atlanta, where he heads the firm's charitable solutions practice.  He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University.  Brian regularly represents grant-funded entities (including Community Action Agencies and Head Start programs) in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation.  Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits.
