OMB Super Circular Training and Federal Grants Management Update 2016

Special Two-Day Conference in New Orleans

Learn the Super Circular's Key Requirements and Keep Current on Changes Affecting the Super Circular and Federal Grants Management Requirements

To effectively manage Federal grants, you need to know the key requirements of the OMB's Uniform Guidance (better known as the Super Circular) as well as the latest changes to the Guidance and related developments in grants management. This all-new, two-day training covers both the fundamentals and the recent changes and developments that you need to know to stay in compliance with grants requirements.  By attending this unique event in New Orleans, you will not only learn more about the major requirements under the Super Circular and the challenges in implementing these rules but will also stay up-to-date with the evolving world of the Uniform Guidance and grants management.

The training will cover the major requirements of the Super Circular for those new to grants management or wanting a refresher, but the conference goes beyond the fundamentals to explain recent changes and related developments for both new and experienced grants professionals.  Although the Uniform Guidance (better known as the Super Circular) is less than two years old, the OMB has already made amendments, including changes taking effect for 2016.  In addition to these changes, new concepts from the Super Circular are starting to influence Federal grants management (including subawards) and new challenges in implementing the Super Circular continue to be found.  These include changes to the audit requirements under the Super Circular and a slow make-over of the Audit Compliance Supplement, both of which are just starting to be felt.  Furthermore, recent court and administrative decisions and legislation are affecting grants management for both grantees and subrecipients.  As the Super Circular and other grants management requirements continue to evolve and grow, recipients (including pass-throughs) and subrecipients need to stay up-to-date. At the conference, you will learn not just the major requirements and recent changes in the Super Circular but also current developments in grants management and how these developments affect grant-funded organizations.

During the two-day OMB Super Circular Training and Federal Grants Management Update 2016, you will learn about the Super Circular's key requirements, challenges in implementing the Uniform Guidance, and recent changes to the Super Circular and related developments in Federal grants management, including:

  • Amendments to the Super Circular (Uniform Guidance) taking effect in 2016;
  • Impact of recent court and administrative decisions on Federal grants management;
  • New legislation addressing issues in grants management and closeouts;
  • Administrative requirements under the Super Circular and challenges in implementation;
  • Procurement and property management standards under the Super Circular, recent changes affecting procurement standards, and common problems in implementing the new standards;
  • Requirements of the Federal Awardee Performance Integrity and Information System (FAPIIS);
  • Requirements for risk management in the award and management of grants and subgrants;
  • Time and effort reporting requirements (including the impact of the new FLSA overtime rules) under the Super Circular;
  • Unified cost principles under the Super Circular and issues encountered in navigating the new cost principles;
  • Single Audit Act (Subpart F) audits, reporting, and resolution under the Uniform Guidance; and,
  • Revisions to the new, 2016 Audit Compliance Supplement.

The conference will discuss these topics and more to provide you with the understanding of the major rules under the Super Circular and the latest information about Federal grants management that you need to stay in compliance with grants requirements.  You will also have ample opportunities to ask and get answers to your Super Circular and grants management questions.
