The Office of Head Start recently announced the biggest changes to the rules for Head Start and Early Head Start programs in over twenty years.  These new rules are effective November 7, 2016, with some provisions phased-in over the next five years.  Our two-day Head Start Smarts: The New Performance Standards Institute will take an in-depth look at the revised Head Start Performance Standards, what they mean for Head Start and Early Head Start agencies, and what programs must do to remain in compliance with Head Start and Early Head Start requirements.  By attending this special, two-day training in San Antonio on December 13 and 14, 2016, you will learn about the new Performance Standards in detail and will gain practical information that can be applied to help ensure that your agency is meeting the new Performance Standards.

Take a Deep Dive into the New Head Start Performance Standards

 

By now, you are probably aware that the Office of Head Start has finally issued the long-anticipated new Performance Standards for Head Start and Early Head Start programs.  These new Head Start Program Performance Standards are effective as of November 7, 2016, although some provisions will be phased-in over a five-year period.  The new Performance Standards represent the first comprehensive revision and the biggest change to the rules for Head Start and Early Head Start in more than two decades.  Our Head Start Smarts: The New Performance Standards Institute on December 13 and 14 in San Antonio will prepare you and your agency for the new world of Head Start and Early Head Start.  When you attend the Institute, you will receive an in-depth explanation of the new Head Start Performance Standards; what these new requirements mean for Head Start and Early Head Start agencies, participants, and families; and the steps that programs need to take to meet the revised Performance Standards.

This special, two-day training conference is designed to provide you with a deep understanding of these new Performance Standards to help ensure that your Head Start or Early Head Start agency remains in compliance with program requirements.  During the Institute, you will explore the Head Start and Early Head Start Performance Standards in detail, including:

  • Key differences between the old and new Head Start Performance Standards;
  • Structure of the new Head Start Performance Standards;
  • Implementation timeline of the Head Start Performance Standards over the next five years (2016 through 2021);
  • Governance requirements under the new Head Start Performance Standards (including impasse policies);
  • Requirements for management systems and program administration (including fiscal integrity, human resources, privacy and recordkeeping, and quality improvement);
  • Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) requirements;
  • Program operations and educational services under the new Head Start Performance Standards;
  • Requirements for parent, family, and community engagement;
  • Services to children with disabilities under the new Performance Standards;
  • Health and safety requirements;
  • Facilities rules (including construction, renovation, and purchase) under the new Head Start Performance Standards;
  • Requirements related to transportation services;
  • Monitoring and recompetition requirements under the new Head Start Performance Standards;
  • Enforcement actions and appeals under the new Performance Standards; and,
  • Relationship between the Head Start Performance Standards and the Head Start Act and other grants management rules.

The Head Start Smarts: The New Performance Standards Institute will discuss these topics and more as part of an in-depth exploration (and explanation) of the new Head Start Performance Standards.  You will also have extensive opportunities, throughout both days, to ask and get answers to your questions about the new Performance Standards.

OUTCOMES AND OBJECTIVES

By participating in this two-day training conference, you will gain the knowledge needed to help your Head Start or Early Head Start program comply with the new Head Start Performance Standards.  After attending, you will be able to:

  • Distinguish the differences between the previous and the new Head Start Performance Standards;
  • Describe the structure of the new Head Start Performance Standards;
  • List the primary roles and responsibilities of Governing Body and Policy Council members;
  • List the requirements for management systems under the Head Start Performance Standards (including management structure, fiscal integrity, quality improvement, human resources, and recordkeeping and privacy);
  • Identify key program operational requirements under the new Performance Standards;
  • Identify the requirements for Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) under the new Head Start Performance Standards, including requirements for services to children with disabilities;
  • List the requirements related to health and safety (including facilities and transportation) under the new Head Start Performance Standards;
  • Explain at least two changes to Federal administrative procedures; and,
  • Explain the relationship between the Head Start Act's requirements and the new Performance Standards.

REGISTRATION AND PRICING

Space at this Institute is limited.  Early Bird registration for the Head Start Smarts: The New Performance Standards Institute is just $449 per person through November 7, 2016.  Regular registration starting November 8, 2016, is just $499 per person. Cancellations before November 7, 2016, are subject to a $25 administrative fee, and all cancellations on or after November 8, 2016 (but before November 22, 2016), are subject to a $125 administrative fee.  Refunds will not be issued for cancellations on or after November 22, 2016.  In lieu of cancellation, registrants may substitute another participant from his or her organization at no charge.  Please note that the conference registration fee does not include lodging or transportation; conference participants are responsible for making their own hotel and transportation reservations. However, a special room rate has been negotiated for the conference hotel. 

Given the limited number of spaces available, at the door registration will not be available for this Institute.  You must register in advance.

HOTEL

The Head Start Smarts: The New Performance Standards Institute will take place at the Hilton Palacio del Rio, which is located directly on the famous River Walk in downtown San Antonio, Texas.  Rooms are available for special conference rates starting at the per diem rate of $120 per night (plus tax) for single or double occupancy.  These special rates are available for check-in starting as early as December 9, 2016, and will be honored for stays through December 18, 2016 (subject to room availability).  Reservations can be made on-line by clicking here for the reservations page.  The room reservation cut-off date is November 15, 2016 (or until the block is exhausted).  Because of the small number of rooms available, we advise making your reservations as soon as possible.

ABOUT THE SPEAKER

R. Brian Tipton is a practicing attorney with more than a decade's experience working with nonprofits and grant-funded organizations across the United States.  Currently, Brian is Managing Director with The Private Client Law Group, P.C., in Atlanta, where he heads the firm's charitable solutions and grant-funded organizations practice.  He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University.  Brian regularly represents Head Start and Early Head Start programs (as well as other grant-funded entities) in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation.  Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits.
