The Office of Head Start recently implemented the much-anticipated new Head Start Program Performance Standards, and fiscal integrity remains a critical area to the success of every Head Start and Early Head Start program under these new rules.  By attending the two-day Head Start Fiscal Integrity Institute in Las Vegas on February 23 and 24, you will not only learn about the new Performance Standards and how they affect fiscal management but you will also stay up-to-date on recent developments in grants management, law, policy, and accounting and auditing, that impact Head Start fiscal integrity.  This yearly training event features a new program for 2017 with an emphasis on current developments and how you and your Head Start or Early Head Start agency should respond to remain in compliance with the new program rules and other requirements.  The Third Annual Head Start Fiscal Integrity Institute will also examine common fiscal management issues and how to address these problem areas.

  • Recent changes to the OMB's Uniform Grants Guidance as well as its implementation by HHS in Part 75 since the announcement of the "final" version of the Super Circular;
  • Ensuring cost allowability and avoiding disallowances;
  • Meeting matching requirements and generating in-kind contributions;
  • Proper management of program income and unrestricted funds (including fundraising issues);
  • Fiscal integrity problems related to facilities and property management and having appropriate policies in place;
  • The role of internal controls and risk management under the new Head Start Program Performance Standards and how to strengthen your agency's internal controls;
  • Transition from A-133 audits to the new Subpart F standards (including revisions to the latest version of the Audit Compliance Supplement); and,
  • Effectively addressing fiscal integrity issues.

  • Know the applicable cost principles and how to ensure that your program's expenditures are allowable;
  • Learn the rules for program income, fundraising, and unrestricted funds;
  • Understand the requirements for cost-sharing (matching) and what does and does not count;
  • Understand the most current internal control requirements and audit standards (including changes made in the latest Annual Audit Compliance Supplement); and,
  • Learn how to respond to potential fiscal management issues before they result in findings and disallowances.

REGISTRATION AND PRICING

Space at this Institute is limited.  Early Bird registration for the Head Start Fiscal Integrity Institute is just $399 per person through February 1, 2017.  Regular registration starting February 2, 2017, is just $459 per person. Cancellations before January 25, 2017, are subject to a $25 administrative fee, and all cancellations on or after January 25, 2017 (but before February 1, 2017), are subject to a $125 administrative fee.  Refunds will not be issued for cancellations on or after February 1, 2017.  In lieu of cancellation, registrants may substitute another participant from his or her organization at no charge.  Please note that the conference registration fee does not include lodging or transportation; conference participants are responsible for making their own hotel and transportation reservations. However, a special room rate has been negotiated for the conference hotel. 

Given the limited number of spaces available, at the door registration will not be available for this Institute.  You must register in advance.

The Institute will take place at The Tropicana, a DoubleTree by Hilton Hotel in Las Vegas, Nevada.  The Tropicana is conveniently located on the world-famous Las Vegas Strip, just minutes from the airport and all major attractions.  Rooms are available for a special conference rate starting at $105 per night (plus $15 conference fee and tax) for single or double occupancy.  This special rate is available for February 22 through 24, 2017, and may be offered for additional nights subject to hotel availability.  Hotel reservations can be made on-line by clicking here for the reservations page.  The room reservation cut-off date is February 1, 2017 (or until the block is exhausted).  Because of the small number of rooms available, we advise making your reservations as soon as possible.

ABOUT THE SPEAKER

R. Brian Tipton is a practicing attorney with more than a decade's experience working with nonprofits and grant-funded organizations across the United States.  Currently, Brian is Managing Director with The Private Client Law Group, P.C., in Atlanta, where he heads the firm's charitable solutions and grant-funded organizations practice.  He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University.  Brian regularly represents Head Start and Early Head Start programs (as well as other grant-funded entities) in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation.  Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits.
