Head Start and Early Head Start Eligibility, Recruitment, Selection, Enrollment, and Attendance Training

 

Eligibility, Recruitment, Selection, Enrollment, and Attendance (commonly called "ERSEA") are among the keys to a successful Head Start or Early Head Start program.  Recently, the Office of Head Start renewed its commitment to full program enrollment and has made grantee compliance with the ERSEA rules in the Head Start Act and revised Program Performance Standards a priority.  All Head Start and Early Head Start agencies must understand and implement these important requirements.  By attending the Head Start ERSEA Institute in Charleston on December 4-5, 2018, you will learn about ERSEA requirements and ensure that you possess the keys to success for your Head Start or Early Head Start program.

During the two full days of this special Institute, you will explore Head Start and Early Head Start Eligibility, Recruitment, Selection, Enrollment, and Attendance topics in detail, including:

OUTCOMES AND OBJECTIVES

By attending the two-day ERSEA Institute in Charleston, you will learn how to comply with the Eligibility, Recruitment, Selection, Enrollment, and Attendance requirements in the Head Start Act and Program Performance Standards, implement best practices for ERSEA, and avoid common problems related to ERSEA.  After attending, you will be able to:

  • List the major requirements for Eligibility, Recruitment, Selection, Enrollment, and Attendance rules under the Head Start Performance Standards;
  • Understand the relationship between the ERSEA standards and the other Head Start Program Performance Standards, in particular the program operation rules;
  • Describe the Eligibility verification process;
  • Outline the relationship between the Head Start and Early Head Start planning process and the ERSEA standards;
  • Describe the recordkeeping and privacy rules applicable to ERSEA;
  • Recite the elements of an effective Head Start or Early Head Start recruitment strategy;
  • Outline steps to better serve vulnerable populations and associated provisions in the revised ERSEA rules under the Head Start Program Performance Standards; and,
  • Understand the consequences of common ERSEA problems and how to avoid them.

REGISTRATION AND PRICING

The number of registration opportunities available for this Institute is extremely limited.  Early Bird registration for the Head Start ERSEA Institute is just $399 per person through November 2, 2018.  Regular registration, starting November 3, 2018, is just $449 per person.  Cancellations received before October 1, 2018, will be subject to a $25 administrative fee, and all cancellations on or after October 1, 2018 (but before November 2, 2018) will subject to a $125 administrative fee.  Refunds will not be issued for cancellations on or after November 2, 2018.  In lieu of cancellation, registrants may substitute another participant from his or her organization at no charge.  Please note that the Institute registration fee does not include lodging or transportation; Institute participants are responsible for making their own hotel and transportation reservations.  However, a special room rate has been negotiated for the conference hotel.

ABOUT THE SPEAKER

R. Brian Tipton is a practicing attorney with more than a decade's experience working with nonprofits and grant-funded organizations across the United States.  Currently, Brian is Managing Director with The Private Client Law Group, P.C., in Atlanta, where he heads the firm's charitable solutions and grant-funded organizations practice.  He is a summa cum laude graduate of the Louisiana State University and the Cumberland School of Law of Samford University.  Brian regularly represents Head Start and Early Head Start programs (as well as other grant-funded entities) in the areas of regulatory compliance, audits, funding source disputes, administrative appeals, and litigation.  Brian also consults with organizations on governance, human resources, programmatic, and corporate matters, and develops and presents training programs for nonprofits and grant-funded entities.
