The Facilitators
Françoise Coupal is Director of Mosaic.net International, a private consulting firm. She was instrumental in introducing Results-based Management to CIDA and has served as an RBM technical advisor for the Asia, Africa and Canadian Partnership Branches of CIDA, UNICEF Asia and Headquarters. Françoise has been involved in building the capacity of hundreds of development practitioners working in the field of international development. Françoise authored various UN and UNCEF Handbooks on RBM and the RBM Handbook on Developing Results Chains: The Basics of RBM as Applied to 100 Project Examples. These handbooks have covered both programme and policy areas.
Francoise holds graduate degrees from John Hopkins University and an M.A. from Carleton University in International Development. Françoise has championed RBM in her work & in a variety of settings in Canada and overseas.
Paula Richardson is a Monitoring, Evaluation and Learning Specialist with a passion for using data to make a difference. Paula has 15+ years managing complex projects and spearheading cutting-edge monitoring, evaluation and learning tools and technology for programs in Africa, Asia and the Caribbean (ranging from $2–$20 Million in budget). She is the go-to person for designing user-friendly data management and evidence-based learning tools and systems, and her expertise in Food Security, Sustainable Economic Development/Market Development, Gender and Organizational Development projects provides a key advantage for clients. Paula is a seasoned facilitator and excels at building capacity, buy-in and ownership in MEL activities. She has worked and consulted for several high-impact organizations including USC Canada (past MEL Manager), the Canadian Hunger Foundation (past MEL Manager), Canadian Feed the Children, Vets Without Boarders, World University Services of Canada (WUSC), Save the Children, Well Grounded, Aga Khan Foundation, Plan International and Humber College. As the current Monitoring, Evaluation and Learning (MEL) Program Lead for Salanga she coaches organizations to identify key metrics, craft useful and gender-sensitive data collection tools and implement software for better data storage, analysis and learning.

Why You Should Attend
Over the past fifteen years, a sweeping change in public administration, world-wide, has been transforming the way those involved in international co-operation and humanitarian assistance plan, manage, evaluate and report on their projects and programs. In this new results-oriented world, modern managers not only have to be accountable for resources used, but also demonstrate the specific results of their organization, programs and services.
Results-based Management (RBM) is an approach that integrates strategy, people, resources, processes, and measurements to improve decision-making, transparency and accountability. It includes a now well recognized minimum set of specific tools that can assist organizations better plan, implement, monitor and evaluate their initiatives: a results-oriented logic model, the theory of change, a performance measurement plan including both quantitative and qualitative indicators, risk mitigation strategies, and a results-based reporting format. Together these proven tools can help programme and project managers achieve operational and development results while becoming more participatory and inclusive. When these tools are in line with results-based business plans they can become effective instruments for achieving an organization’s strategic vision and mandate.
Given the increasing interest in the Theory of Change, we have decided to add a module on the Theory of Change as it relates to RBM in planning and evaluation. A Theory of Change describes a process of planned social change from the assumptions that guide its design to the long-term goals it seeks to acheive. Foundations, donors and organisations are increasingly being asked to describe the theory of change for their intervention.
Deliverology is the latest public service reform first developed & used by Michael Barber in Britain and now used in Canada to deliver results that have a significant impact on outcomes.
We feel that these additional elements to the workshop will put you on the cutting edge of RBM and public service reform.

This workshop is designed for individuals who already have some basic understanding of RBM, particularly:
- Decision-makers who want to deepen their understanding of RBM, the Theory of Change & Deliverology and how to align it to their organization’s vision and mandate;

- Consultants who want to broaden their repertoire of RBM tools & methods.
What Results To Expect
This workshop takes you beyond the basics of Results-based Management and helps you to master RBM tools for your organization linking project level results to your programme and organizational mission and vision. You will learn how to bring to life your performance measurement framework by building appropriate M&E systems, developing your theory of change narrative and learning different web-based survey methods. You will grapple with analyzing data and how it should influence your Annual Work Plans. You will also learn how to prepare results-based reports and roll-up data and your performance stories in a meaningful way.
Workshop Agenda
This three-day workshop begin at 8:30 (except for the first day with registration at 8:15) and run all day until 5:30. There will be a combination of presentations with small group work, case studies and application at the individual and group level to solidify your learning.

How Will This Be Achieved
This workshop is an intensive three-day workshop that is practical, iterative and hands-on that seeks to maximize learning, group interaction and networking. The format will vary between small group work and discussion, plenary and practical case studies drawn from the workshop participants to encourage the sharing of knowledge and application of RBM concepts, tools and systems. Daily clinics will allow your organization to receive advice and coaching on your organization’s logic models, PMF, Annual Reports and Annual Work Plans to ensure that they are results-based and truly aligned to your mandate, vision, strategic priorities and directions. The workshop encourages the sharing of best practice among participants. This information sheet provides participants with detailed information on visas, health insurance, hotels, weather and transportation.
For international participants:

For the location of the nearest Canadian consulate please consult: http://www.cic.gc.ca
If you need a visa, you will require a letter from Mosaic.net International. Please let us know well in advance and we will prepare this for you. In most cases, you should allow up to two months for processing your visa. You should also bring with you a letter from your employer that you intend to return to your country upon completion of the workshop to resume your work and how this workshop will contribute to building your capacity. Attaching a copy of the workshop description, from the web page, to your visa application is also helpful.
2. Health Insurance. All US and international participants should carry valid international travel insurance when travelling to Canada in case of an accident or injury. This is the full responsibility of participants. Mosaic.net International is not responsible for covering any health expenses incurred by the participant.
For all participants:
1. Airline Reservations. Many airlines offer discount rates for travel in the summer. Reserving well in advance for discounts on flights to and from Ottawa is recommended. Ottawa is served directly by the following US cities: Atlanta, Boston, Pittsburgh, Philadelphia, Raleigh, Chicago, Detroit, New York, Newark, Dulles Airport. From Europe, there are direct flights from London. Major airlines flying into Ottawa include: American Airlines, USAir, Delta, Air Canada, and . For participants flying through Amsterdam (KLM), Frankfurt (Luftansa), London (British Airways), Paris (Air France) passengers are routed through Montreal.The major and closest Canadian cities to Ottawa are Toronto and Montreal.
We recommend that out-of-town participants arrive at least one day before the workshop, and book their return flight for Saturday afternoon after 4:00 p.m. or Sunday. Flights can besignificantly cheaper with a sleepover on Saturday night, so keep this in mind.
2. Hotel Reservations and Meals in Ottawa. Accommodations and meals are the responsibility of the participants. The Sandy Hill area, the neighborhood in Ottawa where the workshop will take place, offers a variety of excellent restaurants. All are in walking distance. Depending on your tastes and appetite you can expect to spend on average $30-45/day on restaurant meals in the city.
The following accommodations in Ottawa are some suggestions. We have sought to give you a range of bed and breakfasts and hotels depending on comfort and budget. All are in walking distance from the workshop site and priced in Canadian dollars (taxes extra). Please reserve early to avoid disappointment. Please note all prices are approximate and can vary from season to season.
3. Travel to and from the Airport. You may take a taxi from the Airport to the downtown area where the above accommodations are located (about $ 30 CAD) or you can take an airport shuttle bus directly into the city (about $ 15.00 CAD) - get off at the Novotel Hotel for the closest stop to Sandy Hill. Ottawa City Transpo also operates a bus between the Airport and the University of Ottawa Campus direct (ask at the Ground Transportation desk for information). Cash fare for OC transpo is $3.25 CAD

Payment for Registration. Early registration is encouraged as we expect the workshop to fill-up quickly, as it will be limited to 30 persons. To reserve your place we must receive full payment and a complete registration form as early as possible. Early registration ensures receipt of updates and specials. We urge you not to procrastinate. Workshop Site and Schedule. The workshop venue is Room 140 at 90 University Private at the University of Ottawa in the heart of Ottawa overlooking the canal. The residence with the suites are in the same building. This is in the neighborhood of Sandy Hill in downtown Ottawa, minutes away from the beautiful market. Registration the first day will begin at 8:15 a.m.
Clothing and What to Bring. Summers in Canada can range from 60-80 degrees Fahrenheit or 11-26 degrees centigrade. We do suggest you bring comfortable clothing: shorts, pants, a sweater, and a windbreaker. A good pair of walking shoes or boots is also recommended as well as an umbrella.
Copies of Reports, Articles, etc. Please feel free to bring copies of reports, publications, company brochures or articles. If possible, bring copies for approximately 25 participants for distribution.
