An Uncertain Future: Nuclear Arms Control After New START

The future of nuclear arms control is highly uncertain. The United States is withdrawing from the Intermediate-Range Nuclear Forces Treaty due to Russia’s material violation of the treaty. The New START Treaty will expire in the next decade, and the United States and Russia face formidable obstacles in achieving a follow-on agreement. If New START expires without a replacement in tow, it would mark a profound change in nuclear policy for the United States and Russia, with global ramifications.
Please join us for an on-the-record discussion with Vince Manzo, author of a new CNA report entitled, “Nuclear Arms Control Without a Treaty? Risks and Options After New START,” and nuclear policy expert Dr. Rebecca Davis Gibbons, Postdoctoral Research Fellow with the Project on Managing the Atom at the Belfer Center at Harvard's Kennedy School. Dr. Justin Anderson, Senior Research Fellow at the National Defense University's Center for the Study of Weapons of Mass Destruction, will moderate. The discussion will address the risks that would emerge in a post-New START world, the prospects for U.S.-Russia cooperation on arms control outside a treaty framework, the potential impact on China’s nuclear policy and posture, and the implications for U.S policy choices today.
