WHSR welcomes back Chip Fulghum, long time friend and now promoted to DHS Deputy Under Secretary for Management.  On February 15, 2018, Chip will join us to speak about current DHS budget priorities and overall plans.  As the former DHS CFO, and multiple times as Acting USM, Chip has a hand on all budgets, plans and programs across the DHS Enterprise as we battle to get an FY18 budget in place.
