Hazard Mitigation Plans

Topic Overview: Have you ever come across a Local Hazard Mitigation Plan, but didn’t know what it was or why a community even had one?  Did you ask if the Local Hazard Mitigation Plan was the same as the General Plan Safety Element and/or if those two documents worked with each other to address natural hazards in a community?  In this session, attendees will learn what a Local Hazard Mitigation Plan is, how communities prepare them, and the ways these plans assist in making communities safer and better prepared for future hazards.  Local Hazard Mitigation Plans are one of the key plans that contribute to a city’s policy framework surrounding natural hazards and the ways communities can reduce their vulnerability to these hazards.  At the end of the session, attendees will understand the purpose behind these plans and the ways they can be leveraged to improve our quality of life.  

Speaker: Aaron Pfannenstiel is an urban planner and geologist with PlaceWorks, where he primarily focuses on community planning, hazard mitigation, and resiliency and works to incorporate hazard mitigation into comprehensive planning to increase community resiliency. With a background in geology, environmental studies, and urban planning, Mr. Pfannenstiel helps public sector clients better understand their hazards, assess their vulnerabilities, and obtain funding for development and implementation of policies, programs, and strategies intended to make their communities safer. Mr. Pfannenstiel has prepared local and multi-jurisdictional hazard mitigation plans, emergency operations plans, climate adaptation plans, general plans, and safety elements for communities throughout California. Recently, Mr. Pfannenstiel assisted in an innovative pilot program that enhanced community adaptation to wildfires in Washington state.  In addition to his professional work, Mr. Pfannenstiel has volunteered with numerous planning and hazards focused non-profit organizations (American Planning Association, California Planning Foundation, Care for Nepal) and trained hundreds of students, planners, and other professionals in these topics over the past decade.
