U.S. displeasure with some Appellate Body rulings has found expression in the U.S. decision to block certain Appellate Body apointments. Beyond the immediate issues of particular disputes, these developments underscore differences over the nature of the WTO itself and the relationship of WTO members to the organziation and its rulings. Ambassador Lighthizer raised these issues as this week's WTO conference in Buenos Airess, but at the WTO they remain topics for the future.
