The tariff walls are going higher in the world's two largest economies, and there is no agreement in sight. We're optimists. We think that will change. When it does, indeed before it does, it is important for all concerned to think clearly about what a new U.S.-China trade agreement should contain. Where do things need to go back to what they were before the 301 action? And where is the creation of some new normal essential?
We have called this a mid-term because, though both countries need an early resolution to the current dispute, we are a long way -- years -- from anything that might called the final recalibration of U.S.-China trade.
