Starting in the fall of 2013, tens of millions of Americans will have new health care insurance choices--allowing many of them to move out of the ranks of the uninsured or to improve upon their current health insurance options. Experience from previous reforms tells us that this will be no easy task--the choices are confusing and many under- and uninsured people may have no idea that they are eligible for the Affordable Care Act's new health insurance options or how to get enrolled.
However, new outreach strategies and tools based on the specifics of eligible population characteristics, deep communications research, and message micro-targeting present an opportunity to fundamentally change how we reach families eligible for health insurance as well other supports for low-wage workers.
