A SAPA Candid Conversation

Navigating the NYS Civil Service System


New York State Government is as complex and diverse as any major corporation, perhaps even more so.  As such, there are many, many opportunities for various forms of employment.  Most job vacancies are filled via examination and selection from an eligible list.

The NYS Civil Service System is one of this country’s oldest and, by many accounts, overly rigid when it comes to hiring, transfers and promotions.  Though some of these perceptions are true, the system has evolved with many flexible components.  During this Candid Conversation there will be information that may help you with your career mobility using some of these flexible components. There will be ample opportunity for individualized questions and answers. The panel will begin by clarifying key concepts like competitive, non-competitive and exempt positions, and how they work in practice. Hear about some of the flexibilities built into the system through sections 70.1, 70.4 and 52.6 of the Civil Service Law. Veteran SAPA Fellows in the audience will be invited to share their own experiences.  

The panel moderator will be Catherine Durand, Deputy Director, Division of the Budget, retired; and current SAPA vice-chair. Panelists: Abner JeanPierre, Director of Classification and Compensation, Civil Service Department; Carlos Millán, Human Resource Specialist 1, NYS Department of Taxation and Finance; Paul Shatsoff, Director of Administration, Governor’s Office of Employee Relations, retired.
