Keynote Speakers

Monday Morning

Garrett Moore, PE, Virginia Department of Transportation, Chief Engineer

Garrett Moore was named Chief Engineer of the Virginia Department of Transportation in 2012, where he oversees Virginia’s nine (9) Engineering Districts and 57,867 miles of state-maintained roads.

Prior to that, Mr. Moore served as the administrator of the Staunton and Northern Virginia District offices, assistant resident engineer of Fredericksburg and as resident engineer in Warrenton.

Mr. Moore graduated from the University of California, Berkeley, with a BS in Engineering and graduated from Virginia Tech with a Master’s in Civil Engineering.

Congressman Bill ShusterChairman of the U.S. House Committee on Transportation and Infrastructure

Congressman Shuster represents the 9th Congressional District of Pennsylvania and serves as the Chairman of the US House Transportation and Infrastructure Committtee. Congressman Shuster has served on the committee since 2001, and was previously the Chairman of the Subcommittee on Railroads, Pipelines, and Hazardous Materials as well as the Chairman of the Subcommittee on Economic Development, Public Buildings, and Emergency Management.

As Chairman of the House Transportation and Infrastructure Committee, Congressman Shuster works to secure funding for critical roadway and infrastructure improvements for all modes of transportation including railroads and mass transit.

Congressman Shuster graduated from Dickinson College in Carlisle, PA with a BA in Political Science and History and from American University in Washington, D.C. with an MBA.

Tuesday Morning

Mary Hynes, Chair of the Arlington County of Board of Supervisors

Mary Hynes was elected to the Arlington County Board of Supervisors in 2007, and has served as the Chair of the Board twice (2012, 2015). With over 30 years of experience, Ms. Hynes has been working to strengthen infrastructure regionally and locally in Arlington and serves as Arlington’s representative to the Northern Virginia Transportation Authority.  

Ms. Hynes is a member of the Washington Metropolitan Area Transit Authority (Metro) Board where she has worked successfully to improve its practices and performance and also served as Chair of the Governance Committee.

Prior to joining the Arlington County Board, Ms. Hynes served on the Arlington School Board for 12 years and served three times as chair of that board. Ms. Hynes graduated from the College of St. Benedict in St. Joseph, Minnesota.

Sunday Workshop & Technical Tour: Next Generation of Urban Transportation Planning & Design - Complete Streets, Healthy Living, and Anticipated Revisions to Part 9 of the MUTCD

This session will provide guidance on planning, design, and implementation of the next generation of our traveling corridors. For many years, we have designed for the exclusivity of cars with an unintended consequence of unmanageable congestion and a lack of access to alternative modal choices. The tide has turned and we are all faced with transforming our streets to support a higher quality of life. This session includes discussion on planning using GIS and other tools, designing while incorporating revisions to the MUTCD Part 9 on Bicycle Facilities, and implementing streamlined methods during repaving projects. Workshop topics include: 

Holistic and Integrated Corridor Planning
Complete Streets
VDOT's Implementation of Active Transportation

Evaluating Options with Pedestrian and Bicycle LOS Models

Traffic Bowl & Social

When: Monday, April 13, 2015, 6 PM 

Where: Crystal City Sports Pub, 529 23rd Street South, Arlington, VA 22202

Description: Only a short 0.5 mile walk from the Hyatt Regency, this event will include food and a cash bar, with one free drink ticket for registered attendees. The evening’s entertainment will begin by 7PM with the collegiate traffic bowl, featuring 3-person student teams in a head-to-head competition for the chance to represent the Mid-Colonial District at the ITE Collegiate Traffic Bowl competition at the 2015 ITE Annual Meeting and Exhibit in Hollywood, Florida. Parking is available at the venue. Shuttle service to and from the Hyatt Regency runs every 15 minutes.

Technical Tour: Arlington County Bike & Ped Facilities

When: Tuesday, April 14, 2015, 1:30 PM

Description: Take part in an exciting trip of Arlington County to experience innovative bicycle and pedestrian treatments. See firsthand their recent implementation of bicycle and pedestrian treatments including Bicycle parking, Bicycle Fit-it stations, Curb extensions, Bicycle lanes, Road diets, Buffered bike lanes, Widened sidewalks and street furniture as a part of development projects, Use of green paint in bicycle lanes in conflict points. Also, learn about the wildly successful Capital Bikeshare program and the County’s continuous 24/7 count program for bicycles and pedestrians. This tour will be an educational experience showcasing design treatments and approaches discussed in the DRPT Multimodal Design Standards, the NACTO Urban Bike Design Guide and the NACTO Urban Street Design Guide. The tour will consist of a bus ride portion, followed by a walking tour, and concluding with the option of a short bike ride (bikes provided). Return transporation to the hotel will not be provided. Attendees must arrange their own return transportation and are encouraged to return to the hotel via the Metro.
