Right to Work (RTW) laws prevent employees from having to pay dues to a labor union as a condition of their hiring or continued employment.  Currently twenty-four states have such laws, including Michigan and Indiana.  Both of these neighbors and economic development competitors, have become right to work states in recent years.

State Legislators have recently discussed the possibility of introducing a right to work bill in this legislative session.  WMC, the State’s Chamber of Commerce, considers this one of their top legislative priorities for Wisconsin.

KABA is pleased to welcome Scott Manley and Scott Beightol to provide additional information on Right to Work Legislation, its expected impact on Wisconsin’s economy, and its prospects in the Legislature.  Please make plans to join us.

Speakers:

Scott Manley joined WMC in 2005 after serving more than ten years as a policy advisor in the Wisconsin State Senate where he focused his policy work in the areas of environment, natural resources, taxation and the judiciary. While serving as Chief of Staff to Senator Cathy Stepp, Manley assisted in WMC’s effort to draft and negotiate the Job Creation Act (Act 118).

Scott serves as chief lobbyist for WMC and oversees the government relations program by directing a team of lobbyists and policy experts. Together they work with legislators and state agency officials to advance WMC’s agenda to make Wisconsin the most competitive state in the nation for jobs and business. He also manages WMC’s issue advocacy program as well as the Association’s political action efforts. Manley previously represented WMC on environmental and energy policies.

Manley currently serves as Vice President of the Wisconsin Civil Justice Council and previously served on the Clean Air Task Force, the DNR Air Permit Improvement Initiative, the Brownfields Study Group and the Industry Workgroup of the Governor’s Global Warming Task Force.

Scott graduated with a Bachelor of Science degree in Political Science from the University of Wisconsin-Madison.

Scott Beightol, a partner in the Milwaukee office, represents businesses in all aspects of employment and labor relations, with special emphasis in litigation of discrimination, noncompete and other matters in federal and state court, arbitration, and before the NLRB and OFCCP. Mr. Beightol counsels clients on workforce structure, HR audits and best practices, complex termination and disability/FMLA matters, and union relation matters involving labor negotiations and arbitrations.

Mr. Beightol is Chair of the Firm and chairs the firm’s Management Committee. 

Mr. Beightol has obtained multiple verdicts in jury trials and bench trials in various federal and state courts. These cases have involved claims of discrimination, harassment, retaliation, and breach of contract and other torts. Mr. Beightol has successfully argued several cases before the United States Seventh Circuit Court of Appeals and the Wisconsin Supreme Court. Mr. Beightol has tried to decision and won more than fifty Decisions and Orders before state equal rights agencies in multiple states. 

Mr. Beightol also has arbitrated and won over 50 arbitration cases in forums around the United States in both discharge and contract interpretation cases. 

Mr. Beightol has obtained dozens of injunctions on behalf of employers regarding non-competes, and other restrictive covenants.

In addition to being an advocate for employers, Mr. Beightol is increasingly called upon to counsel clients on workforce planning and management issues, ranging from corrective action, FMLA/ADA and leave management, drug testing, RIFs and plant closings, to performance evaluations, incentive plans, effective employment contracts, and proactive and practical policies. In particular, Mr. Beightol frequently conducts HR audits and on-site training for management and supervisory staff. He also has successfully concluded dozens of union organizing campaigns and decertification campaigns throughout the United States. 

Mr. Beightol represents a variety of industries, but is particularly experienced in manufacturing (including pulp and paper), health care, transportation, and financial services.
