Director of the Center for Health Policy Research and Ethics (CHPRE) and a Professor of Health Policy at George Mason University.
"Collaborative Financing of Upstream Investment: Paying for Social Determinants of Health" 

In the increasingly urgent search for ways to reduce health care costs in the country that spends more on health than any other by quite a margin, focus has finally turned “upsteam” of the health care system, toward the physical environments, communities, and social conditions in which people live, work, play, pray, and age.  These upstream conditions, sometimes called social determinants of health, have been shown to profoundly affect individual’s health, need for and use of health care services, overall well-being and life chances.  Some specific and targeted interventions in the areas of housing, transportation, food, and service navigation have been shown, in some circumstances, to reduce health care and other costs enough to actually pay for the intervention.  Yet, there is widespread agreement that large subpopulations in the US live with social determinant or upstream “deficits,” i.e., we underinvest in upstream conditions that in turn lead us to spend more on health care than we otherwise might.   This talk will explain why this underinvestment has occurred and how a novel economic model may be able to incentivize upstream investments in mutually beneficial ways. 

 

Keynote Kim Bimestefer
Executive Director- Health Care Policy & Financing, State of Colorado.

Kim Bimestefer is the Executive Director of the CO Department of Health Care Policy and Financing. In that role she oversees Medicaid, which is the state’s largest health plan, and other safety net programs. As a member of the Governor’s Cabinet, she also influences and implements health policy for the state in collaboration with the Governor’s office, elected officials and other state agencies.  Her presentation will cover the state of healthcare in Colorado, related legislation from the last session, as well as cost control and quality improvement opportunities going forward.

"How to take health outside"

The Problem: Since WW2, the world has never been more overworked, traumatized, stressed, depressed, addicted and anxious than today. Many of the traditional approaches to solving these issues – psychiatry, medication, and new technologies--have not been proven to be successful. Work place costs in the United States alone due to high stress, mental illness, and substance abuse result in $79-$105 billion in annual losses.

The Solution: Time outdoors significantly reduces both every day and traumatic stress—which is most often the underlying condition for depression, anxiety, and substance abuse. What’s more, time outdoors creates prosocial behavior and increases participants’ overall satisfaction with life. However, to maximize and sustain the benefits of outdoor experience, participants need support to integrate their experiences into their daily lives and continued access to the outdoors.
