  Annual Pre-Conference Workshop

"Operationalizing the New Head Start
Program Performance Standards"

Presenter:  Kristen Hayes

Audience: Head Start/Early Head Start Directors, Assistant Directors, Content Area Managers, and Executive Directors

Session Description: The Head Start Program Performance Standards (HSPPS) have been comprehensively revised for the first time in a generation.  This session will focus on key provisions of the new HSPPS; considerations for implementation; and what these standards mean for demonstrating outcomes, impacts and telling your story.  We will spend a significant amount of time considering changes to management practices, including the use of data to inform continuous quality improvement.

We encourage you to register as a management team (director and content area managers) which will allow for small group work and planning.

Please bring your 5 year goals, school readiness goals, and family engagement goals to this session (either printed or electronically).

Prior to attending this session, please:

  • Review the materials issued by the Office of Head Start, including the Fact Sheet, Program Instruction, and Effective Dates available online at https://eclkc.ohs.acf.hhs.gov/hslc/hs/new-policy.
  • Review your most recent annual report to the public.

Kristen Hayes is a Federal grants administration expert with 10 years experience in program implementation and public policy formation.  She has worked with organizations across the country to secure grant funding through two Federal departments, and helped grantees effectively utilize funds to meet required outcomes.  She is an advocate for high-quality programming for children and families, and passionate about supporting local organizations in carrying out their vision.

Most recently, Kristen was a Senior Program Specialist with the U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Head Start (OHS), Region IX in San Francisco, California.  Kristen managed funding to Head Start agencies in excess of $400 million annually, and provided expert technical assistance and guidance to grantee organizations.  Her caseload included non-profits, city and county governments, county offices of education, and a for-profit organization, reflecting the diversity of organizations funded by ACF.  Kristen supported ACF’s ongoing quality improvement efforts as a team leader for onsite compliance reviews, and as Region IX’s staff lead for monitoring and risk assessment.
