Colorado payers, providers and purchasers are just starting to experiment with new payment models.  But health care delivery is changing already to focus on coordinated care and outcomes. If we want those changes to stick, we need payment models that reward them.

    Why should employers, payers and providers work together to provide lower cost, higher quality care for employees? Learn why employers like Walmart are partnering with health plans and providers delivering care through bundles, and are sending employees to centers of excellence for services.
  • Matt Flora, Blue Cross Blue Shield of Arkansas 
    What data is essential from payers to equip the provider community with developing a functional commercial payer bundle? Learn how BCBS engaged the provider community and partnered with Medicaid in Arkansas to create bundled payments for joint replacement, congestive heart failure and perinatal care.
  • Deidre Baggot, The Camden Group (formerly with Exempla St. Joseph Hospital)
    How does care need to be redesigned to improve quality and costs through an effective bundled payment?  Identify the information and process improvement measures necessary to define a bundle and the potential barriers to implementing each phase of the redesign process.

Presenter Biographies: 

M. Ruth Coleman, RN, MA, Founder & Chief Executive Officer, Health Design Plus

In 2012, Health Design Plus initiated work with WalMart Corporation to develop a regional model with five medical centers around the US to address heart and spine surgery, as well as taking on the management of WalMart’s transplant program. The WalMart programs launched January 1, 2013. Ms. Coleman and the HDP team continues to work with WalMart and other Fortune 100 companies to expand the reach of medical centers as well as the types of surgeries and other treatments addressed through these programs. Under her leadership, Health Design Plus is now recognized as the national leader for building and managing domestic destination programs for Centers of Excellence.

Prior to founding Health Design Plus in 1988, Ms. Coleman had close to 20 years of experience in HMO and hospital executive management, patient care, and nursing education. Her experience includes several executive HMO and hospital management positions with responsibility for operations, network development, care and quality management, marketing, and strategic planning. Ms. Coleman's expertise and leadership have guided Health Design Plus through significant growth, and recognition through numerous awards, including the prestigious Inc. 500, and eleven consecutive years as part of the Weatherhead 100.

Matt Flora, MA Supervisor of Medical Informatics, Arkansas Blue Cross Blue Shield

Mr. Flora is responsible for the development of statistical methodologies and implementation of large scale reporting projects for the Enterprise Business Intelligence - Medical Informatics division at Arkansas Blue Cross and Blue Shield. Matt joined the Enterprise over seven years ago as a Statistical Analyst supporting the efforts to identify and monitor fraud, waste, and abuse in the Medicare program for six states. His
current role in the Medical Informatics division is to provide analytical support for Arkansas BCBS's commercial health insurance products. He has led the development of infrastructure, analysis, and reporting for a retrospective episode payment program in Arkansas, coordinating efforts with Arkansas Medicaid
and other private payers in the state. Matt earned his bachelor's degree in mathematics from the University of Central Arkansas and has a master's degree in statistics from the University of Arkansas at Fayetteville.

Deirdre M. Baggot, PhD(c) MBA, RN, NEA-BC, Vice President, The Camden Group

Ms. Baggot is a vice president at The Camden Group and a nationally recognized expert in the area of Bundled Payment.  In 2012, Ms. Baggot was appointed by CMS to be an expert reviewer for the Bundled Payments for Care Improvement Initiative for Models 2 through 4. Prior to joining The Camden Group, Ms. Baggot served as the administrator of the cardiac and vascular institute at Exempla Saint Joseph in Denver, Colorado, where she played a key role in helping the hospital win the bid to be selected as an Acute Care Episode cardiovascular services pilot program – only one of four in the nation.  Ms. Baggot has shared her expertise with a number of national and international organizations including The Governance Institute, AONE, HCAB, VHA, and HFMA on global pricing and the Medicare Acute Care Episode Demonstration and has been featured in Modern Healthcare.

Prior to joining Exempla Saint Joseph Hospital in 2005, Ms. Baggot worked for ten years in academic healthcare, first at Northwestern Memorial Hospital and later at The University of Michigan Health System in a number of key leadership roles. Ms. Baggot received her bachelor of science in nursing degree (summa cum laude) from Southern Illinois University, Edwardsville, Illinois. Ms. Baggot received a certificate in health care executive leadership from Wharton School of The University of Pennsylvania in 2006. She has a master’s in business administration from Loyola University Graduate School of Business and a master’s in nursing from The University of Colorado.
