2017 ACT Public Policy Summit 

ACT’s Public Policy Summit engages members and representatives of the TDM industry for three days of informative sessions, meetings and discussions on issues impacting commuter transportation, Shared Use Mobility, Mobility-on-Demand, performance measurement, and state and local TDM initiatives.  This annual event is a unique opportunity to learn, shape, and be heard and provides attendees a chance to meet directly with policymakers and elected leaders to highlight the positive impacts their programs and organizations have on individual commuters, employers, and communities.

Keynote: Ambassador of Finland, The Honorable Kirsti Kauppi
Welcome to Washington DC given by ACT President  and Executive Director. Followed by Keynote remarks made by Ambassador Kirsti Kauppi. Her presentation will discuss:

• The transport challenges facing Finland
• Finnish transport goals in regards to individual mobility and commuter transportation
• What policies and programs are used to achieve goals
• Support of Mobility as a Service
• Exporting the idea of Mobility as a Service to other countries and regions

ACT Public Policy Chair, Jon Martz will provide a ‘State of the Commute’, summarizing the latest news and information as it pertains to Federal, State and local policy issues, including an update on ACT's 25x20 campaign to expand transit benefit ordinances.

The panel will provide an overview on the increased use of performance measures to determine project selection. Specifically, the session will cover changes made by MAP-21 as well as recently finalized rulemakings. Hear from policy makers from the US Department of Transportation on the recently finalize rule related to CMAQ and System Performance metrics as well as from State and local policy makers on how they utilize performance metrics in the planning and project selection process. Finally, hear about ACT efforts to support its membership in understanding and taking advantage of the measures.

Session 1A: Group Discussion: Local Ordinances - Striking the Right Balance

During this moderated session, participants will discuss the latest in local TDM and transportation ordinances. The panel will briefly discuss best practices and the latest efforts at state and local levels. Following the brief presentation, the panelists and participants will discuss ways that ACT and its members can push different ordinances and striking the right balance. 

Session 1B: Policy Update & Professional Development: New Policies in the World of Vanpooling

This session will focus on everything you need to know about the many changes made to Federal policies related to vanpool projects. Topics to be discussed include: Buy America, Safety Reporting, State of Good Repair, FMCSA, as well as National Transit Database Reporting.

Future of Mobility-On-Demand Sandbox

During this professional development exercise, experts will provide examples on the best ways to communicate to policy makers and discuss what data and information you should be capturing and presenting to in order to promote the value of TDM and TDM programs to the public, decision makers and policy leaders. 

Session 2B: Policy Update: The Changing World of Transit Benefits

We will also hear about efforts to make paying for a variety of transportation solutions simple and easy.

Pre-scheduled Congressional visits for all interested attendees. In addition to continuing with Hill meetings, ACT will schedule a series of meetings with Federal Agencies to further discuss a series of issues including: planning & performance, mobility-on-demand, CMAQ and the TAP program amongst others. Agency visits will have limited capacity and will be on an invite only basis.
