                                      Keynote Speaker: Jeff Gaynor, InfraGard National Members Alliance

 

As headlines clearly document, America’s efficient but decaying and overstressed critical infrastructures have become increasingly exploitable and consequence amplifying targets over the past two decades. In early 2005, Jeff created and directed the Homeland Security Advisory Council’s (HSAC) Critical Infrastructure Task Force. Its January 2006 report is recognized as “The Foundational US Government document on Critical Infrastructure Resilience.” Since then, there has been much discussion surrounding Critical Infrastructure Resilience (CIR) but slight progress achieving it. Addressing these realities, Jeff will discuss Infrastructure Warfare history, the “predator’s view” of America’s increasingly cyber-reliant critical infrastructures and the mounting dangers they pose to the nation’s safety, security, quality of life and future. Appropriately, Jeff will identify the operationally proven, nationally comprehensive mindsets, metrics, methodologies and capabilities required to achieve and sustain CIR.

 

Jeff Gaynor is a retired Army Colonel and Silver Star recipient. His service ranged from foxholes to Intelligence Battalion Command, to the White House as the Communications Security Officer for Presidents’ Ronald Reagan and George H. W. Bush. Upon his retirement, Jeff became the Principal Action Officer for creation of the Defense-wide Information Assurance Program. Appointed a Defense Intelligence Senior Executive, he directed Defense Department Year 2000 (Y2K) operations. The immediate Past President of the InfraGard Atlanta Members Alliance, Jeff now serves on the Board of Directors of the InfraGard National Members Alliance.

3:00 – 3:45 p.m. | PG&E Metcalf Substation Shooting Incident

                                   Ron Shankles, Sempra Energy 

 

On April 16, 2013, unknown suspects methodically attacked the Metcalf Substation in San Jose, California with high- powered rifles. The shooting incident resulted in a $30 million restoration project that disabled 17 large transformers and other related electrical equipment. Incredibly there were no outages; however the incident resulted in a nationwide hardening of physical security for electrical substations. The investigation has not resulted in the identification of any known terrorist or extremist groups. The FBI has determined this attack to be a major vandalism incident. Ron will provide a detailed presentation on the nature of the attack and the aftermath.
