AIChE Central Florida March 2018 Dinner Meeting
5th DIMENSION
How Engineers Can Work Effectively with Bureaucracies
Speaker: John Wing
Engineers deal professionally with bureaucracies regarding environmental, safety, permitting, corporate, and legal issues. Like many of you, I used to get frustrated with bureaucratic actions that I never understood. Then on a recent visit to the county seat, I discovered to my amazement (and enlightenment) that bureaucrats are basically human beings who understand reality, compassion, practicality, charity, and other human concerns as well as the rest of us. However, in professional matters they operate in a 5th dimension that is understood by millions of bureaucrats worldwide.
Engineers and bureaucrats are exact opposites, so we will never understand each other. Bureaucrats implement decisions and rules that have already been made and defined. Engineers use ingenuity to develop designs and solutions to issues that have not been dealt with.
Bureaucracies put policies into practice through rules and regulations that are carried out in an orderly fashion by many bureaucrats. Bureaucrats are essential to civilization for accomplishing essential tasks in banks, corporations, courts, regulatory agencies, universities, etc.
When you disagree with a bureaucracy, accept that you are powerless. If your disagreement is important, your only hope is to find someone who not only understands your concerns, but also comprehends that 5th dimension. Such amazing beings have accomplished wonders, benefiting all involved. I'll cite several interesting & important examples of such accomplishments within the phosphate industry. Yes, it is possible to punch a wormhole into bureaucrats' 5th dimension!
