The Future of Transportation Funding in California

                                 

Please join us for our WTS Sacramento lunch program as we welcome Bill Higgins, Executive Director of the California Councils of Governments (CalCOG), to discuss the Future of Transportation Funding in California.

Don't let the title fool you, this presentation is sure to feature Bill's signature humor and wit. In fact, it may with the first presentation about transportation funding that keeps you awake!

With declining revenues at the state and federal levels, regional agencies responsible for delivering transportation infrastructure are facing the daunting task of meeting ever increasing needs with ever dwindling resources. Our neighboring states, Oregon and Washington, have explored alternative revenue sources to fuel taxes, including a Mileage Based User Fee (MBUF), which charges motorists based on vehicle miles traveled. 

Don't miss this opportunity to get an overview of the opportunities and challenges encountered by Oregon and Washington in their development and deployment of a MBUF as well as to learn how California Metropolitan Planning Organizations (MPOs) and Regional Transportation Planning Agencies (RTPAs) are positioning themselves for potential changes in transportation funding.

About our Speaker:

Bill Higgins is the Executive Director of the California Councils of Government, a 37 member organization that serves councils of governments, MPOs, and RTPAs. CalCOG also develops statewide consensus between its members on issues related to transportation, regional planning, climate change and funding and, when appropriate, advocates on behalf of its members on these issues. Before joining CalCOG, Mr. Higgins spent 11 years as a senior staff attorney, program manager, and legislative advocate with the League of California Cities, focusing on local and regional planning, housing, economic development, and land use policy. He has been an adjunct professor at Sonoma State University and teaches periodic classes through the UC Davis and UCLA Extension Programs. In education, Bill showed a preference for furry little buck-toothed critters, getting his Bachelor of Science degree in Agriculture and Resource Economics from Oregon State University (Go Beavers!) and his law degree from the University of Minnesota (Go Golden Gophers!).
