Featured Legislators to Speak

Senator Jason Plummer

Senator Plummer and his family live in Edwardsville where he serves as vice president of R.P. Lumber, a family owned and operated business with over eighty locations throughout Illinois and four other states. Sen. Plummer is also active in other businesses spanning multiple industries, including real estate, banking, hospitality, manufacturing, and agriculture.

Senator Plummer was named as Assistant Republican Leader for the Illinois Senate Republican Caucus Leadership Team for the 102nd General Assembly, beginning in 2021, and again for the 103rd General Assembly, beginning in 2023.

He also serves as the Minority Spokesperson for the Senate Financial Institutions Committee, as well the Minority Spokesperson for the Executive Appointments Committee. Plummer will also serve as a member of the Health & Human Services, Human Rights, and Labor Committees during the  current General Assembly.

Senator Sue Rezin

Deputy Leader Sue Rezin has served as the Senator for the 38th Senate District in the Illinois State Senate since 2010. In 2021, she was chosen as Deputy Minority Leader for the Illinois Senate Republican Caucus.

Deputy Leader Rezin currently serves as the Minority Spokesperson for the Senate Early Childhood Education Committee as well as a member of the Senate Executive, Education, Energy and Public Utilities, and Health and Human Services committees. She also serves as a member of the Joint Committee on Administrative Rules.

Deputy Leader Rezin is a graduate of Augustana College, where she earned a degree in International Business and Political Science with a minor in Hispanic Studies. She is also a graduate of Harvard University’s Kennedy School of Government's Senior Executives in State and Local Government Program.

Senator Steve McClure

State Senator Steve McClure (R-Springfield) represents the 54th Senate District. He was sworn into office on January 9, 2019. Steve was born and raised in Springfield, and his family has a long history of public service. Both his parents worked in Illinois State Government, and his grandfathers served in the military.

 After graduating from law school, Steve accepted a position as an assistant state’s attorney in the Sangamon County Juvenile Division.  As a juvenile prosecutor, he was dedicated to protecting children from abusive parents, rehabilitating delinquent youth, and was unwavering on providing assistance to children with chronic absences. It was at that time that his leadership skills were recognized, and he was promoted to chief of the division.

From there he went on to serve in the Sangamon County Felony Division. As a felony attorney, Steve prosecuted drug dealers, burglars, violent criminals, gang members, and perpetual thieves. Steve also focused on cases involving those attempting to take financial advantage of senior citizens. He also served as a member of the Lincoln Land Adult Fatality Review Team. The team investigates the abuse and neglect of vulnerable adults that have passed away.

Please join us for HBAI's Annual Lobby Day featuring multiple speakers from NAHB, HBAI and State Legislators as well as a reception at the Illinois State Library with legislators. We will begin at 2:00 p.m. at the State House Inn's Governor's Room with our panelists and adjourn at 4:30 p.m. We will then walk to the Illinois State Library across the street for our reception from 5:00 to 7:00 p.m.

A panel of experts from the National Association of Home Builders will discuss important economic, federal legislative, and regulatory topics affecting the home building industry.  David Logan, Director of Tax & Trade Policy Analysis for NAHB will provide an economic outlook and discuss some industry challenges on the horizon. Federal Legislative Director, Heather Voorman will provide a legislative update and discuss NAHB’s priorities for the 118th Congress. NAHB’s Vice President for Construction Codes & Standards, Neil Burning will discuss the Resilient and Efficient Codes Implementation (RECI) grant program appropriated by the Infrastructure Investment and Jobs Act (IIJA) and the Latest and Zero Building Energy Code Adoption program appropriated by the Inflation Reduction Act (IRA) as they relate to the adoption of updated building energy codes and the incremental cost impacts for Illinois homebuilders.

David Logan

David Logan is a Senior Economist and the Director of Tax and Trade Policy Analysis at NAHB.  Prior to joining NAHB, David served as Chief Economist for the U.S. House of Representatives Ways and Means Committee, Senior Economist for the U.S. Congress Joint Economic Committee, and held economist positions at notable think tanks such as the Brookings Institution and Tax Foundation. He has been cited by the Associated Press, CNBC, Bloomberg, HousingWire, MarketWatch, The Financial Times, USA Today, and Newsweek, among others. Mr. Logan holds an MS in Applied Economics from Johns Hopkins University, an MBA from Washington University in St. Louis, a certificate in Trade Policy from Harvard University, a Master of Music from the University of Cincinnati, and a bachelor’s degree from Northwestern University. He is currently a PhD candidate in Economic Policy and International Security at the University of Maryland, College Park.

Heather Voorman

 Heather Voorman is a Federal Legislative Director at the National Association of Home Builders (NAHB). She received her B.S. from South Dakota State University and her J.D. from the University of Nebraska College of Law. Prior to joining NAHB, Heather worked as the Policy Director for the National Association for County Community and Economic Development (NACCED) and the National Association of Local Housing Finance Agencies (NALHFA). Additionally, her previous professional experience includes serving as the Consolidated Plan Manager for the Nebraska Department of Economic Development and as a Legislative Assistant in the U.S. House of Representatives handling topics including housing, small business, and regulatory issues.

Neil Burning

Neil Burning is Vice President of Construction Codes and Standards for the National Association of Home Builders (NAHB). He oversees the development of NAHB’s comprehensive advocacy and research efforts dealing with residential construction codes and standards development, implementation, and enforcement.

Prior to NAHB, he was the Manager of Plan Review and Building Permits for Clark County, Nevada and was the Building Official for the City of Peoria, Arizona. He has over 35 years of technical expertise in building codes and standards.

Neil graduated from Arizona State University with a BS degree in Construction Management and is certified by the International Code Council (ICC) as a Building Official, Building Plans Examiner, Combination Commercial Building Inspector, and Commercial Electrical Inspector.

Michael Mannion

HBAI’s Lobbyist, Michael Mannion is a regulatory and public policy lawyer with nearly 30 years of experience advising senior executive-level clients, boards of directors, CEOs and Presidents of corporations and trade associations on a wide range of matters, including federal and state regulatory and legislative issues.

ln early 2015, sought out by the then newly-elected Governor Bruce Rauner, Mike was appointed Director of the Illinois Division of Banking. In the Banking Division, he had regulatory responsibility for over 1,000 state-chartered banks, mortgage brokers, among other financial service entities. From March 2016 –March 2017, again at the request of the Governor, he served in the position of Director of the Bureau of Benefits in Illinois’ Central Management Services, where he oversaw more than $3 billion in annual spending for state employee/retiree benefits programs, including health insurance.

Prior to his work in State Government, Mike was the Vice President of Government Relations for Blue Cross Blue Shield of Illinois. Earlier in his career, he was a partner in private practice focused on government affairs and regulatory issues.

He is a member of the Illinois Secretary of State's Lobbyist Advisory Committee.
