State law requires that each city adopt a general plan "for the physical development of a city and any land outside its boundaries which bears relation to its planning". The law is not so clear about maintenance and implementation. The City of Sacramento has adopted an innovative, urban-centric general plan, and has been proactive in ensuring that it is effective and up to date.
