The Affordable Care Act (ACA) expands health coverage under Medicaid, creates subsidies for private coverage through the Health Benefits Exchange, and mandates that individuals have health insurance coverage. To accomplish these goals, the ACA presents states with a vision for a modern, streamlined, and seamless system that integrates Medicaid, the Children’s Health Insurance Program, and Exchange eligibility screening and enrollment.
The California HealthCare Foundation (CHCF) recently commissioned the National Academy for State Health Policy (NASHP) to identify the opportunities facing states in implementing these ACA enrollment provisions. CHCF is sponsoring a Sacramento health policy briefing where NASHP will present the ACA’s vision for modern, streamlined eligibility and enrollment systems in a post-health reform environment, and discuss potential challenges and options as states modernize and integrate enrollment systems consistent with recent federal guidance.
