The tanker industry is going through a slump which is comparable to that which took place in the 70’s and 80’s.   One industry commentator has forecast a ‘decade of cost management. 

This earlier slump caused significant changes in the industry resulting in some serious incidents which caused legislative and charterer intervention in the 90’s. The intervention led to improvements in tanker incidents records as evidenced in the Intertanko statistics in the mid to late 90’s and early 2000’s.  The industry should be proud of what it can achieve when focussed on a single clear objective......reducing incidents that lead to serious oil pollution.

Incidents, although thankfully not oil pollution presumably because of double hull, are on the increase but it only takes one serious incident to change that.

There is evidence to suggest that that the addition of other, sometime conflicting, goals such as ISPS, sulphur in fuels, ballast exchange and greenhouse gas together with increasing compliance requirements has confused and overloaded those on board ship.

Management systems also grow over time to such an extent that they stop being part of the solution and become part of the problem.  They become a major driver of cost.

Governments and charterers will not be tolerant of a repeat of the incidents of the 80’s and 90’s.  Compliance mechanisms will pick up drops in standards caused by slash and burn cost cutting resulting in owners being targeted, banned from countries and regions and unable to get cargoes.

Finding the balance between quality of operation and a cost base that will allow survival is not an easy task.  

What should you do?

Look at your organisation and its structure and goals to ensure you can identify what adds value and what does not
Make sure your management systems and processes are not overloading people on the ship and driving costs in the wrong direction
Practise cost management (compare value and risk with cost saved) rather than cost cutting
Support people onboard the ship and ensure their training and competence is maintained
