About This Workshop

The Regional Catastrophic Preparedness Grant Program (RCPGP) project leaders are hosting a workshop to inform and solicit feedback from state and local personnel in the Commonwealth of Virginia concerning key outcomes and deliverables of the RCPGP projects. The RCPGP is a Federal Emergency Management Agency (FEMA) grant program developed to focus on "low probability, high impact" events. The RCPGP is intended to support coordination of regional all-hazard planning for catastrophic events, including the development of integrated planning communities, plans, protocols, and procedures to manage a catastrophic event. The projects undertaken as part of this grant address several topics related to catastrophic planning, including:

  • Inform state and local stakeholders about the outcomes of the RCPGP projects
  • Solicit feedback from critical stakeholders at the state and local level
  • Incorporate feedback into RCPGP project deliverables

Who Should Attend

These projects were executed in part with Virginia Department of Emergency Management and Department of Transportation personnel and will be utilized in the event of a catastrophe in the FEMA Region III jurisdictions. People who should attend this workshop include:

Presenters

David Hoge – Modeling and Simulation: David Hoge is the Director of the Homeland Security State Administrative Agency in the WV Department of Military Affairs & Public Safety, which maintains the State Homeland Security Strategy, supports compliance efforts, and oversees the Homeland Security Grant funding.  Previously, he worked for the American Red Cross overseeing emergency services across West Virginia.

Phil Palin – Supply Chain: Philip J. Palin is the coordinator of the Mid-Atlantic Regional Catastrophic Preparedness Grant Program, Supply Chain Resilience Project.  A former college president and author of several texts related to catastrophe and related topics, Mr. Palin is also on the staff of the Center for Homeland Defense and Security at the Naval Postgraduate School.

Pam Weeks – Public Preparedness: Ms. Pamela L. Weeks joined the Pennsylvania Emergency Management Agency (PEMA) in February 1995 where she is currently the State Citizen Corps Program Manager.  Pam was implemental in the development of a state-wide Public Education and Outreach Strategic Plan.  This plan includes outreach and education to local governments, populations with special needs, and businesses on the importance of being prepared for whatever type of disaster may affect your family, community and business.

Ellen Cornelius – Supply Chain: Ellen Cornelius is a Senior Law & Policy Analyst with the University of Maryland Center for Health and Homeland Security. She has been a regional planner with the District of Columbia Homeland Security and Emergency Management Agency since 2008.

Janet Clements – Behavior Analysis & Shelter In Place: Janet Clements has served in leadership positions in the emergency management field for over 27 years. She was the former Deputy Director of the Virginia Department of Emergency Management where she worked for 25 years. She currently works in the emergency management and homeland security consulting field.

Kenneth Boley – Disaster Communications: Kenneth Boley is Principal with The Interoperability Group, a law firm and consultancy helping public safety organizations address the legal, policy and governance aspects of technology interoperability initiatives.  Prior to starting The Interoperability Group, he worked for the District of Columbia Government’s Office of the Chief Technology Officer, where he led the District’s efforts to provide 700 MHz broadband capabilities for public safety agencies.  He continues on behalf of other jurisdictions and associations to participate in groups focused on developing national wireless broadband policy for public safety, including the Waiver Recipient Working Group, the Operator Advisory Committee to the Public Safety Spectrum Trust, and the Public Safety Alliance. 

Amy Major – Resource Management: Amy Major is a Senior Law and Policy Analyst for the University of Maryland Center for Health and Homeland Security (CHHS).  Ms. Major was the co-project manager for the FY08 RCPG Resource Management Projects, which CHHS completed on behalf of the State of Maryland.

Collin Newlin – Behavioral Mental Health: Colin Newlin is Chairman and Chief Project Consultant at Braintree Solution Consulting, Inc. He serves as Braintree’s lead consultant for nearly every project and client relationship, designing and implementing strategic plans, developing and aligning programs and partnerships, creating system and resource maps, and advising clients and partners.
