Someday in the Park with George Opening Reception

Why does the Washington Monument — the defining feature of the Washington, D.C., skyline and the centerpiece of the National Mall — remain unfinished and underutilized at ground level?  More than 500 participants from across the U.S. and around the world addressed this question by submitting their proposals to the National Ideas Competition for the Washington Monument Grounds.
