Vice / Prostitution / Human Trafficking Investigation 

The St Paul Police Professional Development Institute (PDI) presents a 2-day course in VICE / PROSTITUTION / HUMAN TRAFFICKING INVESTIGATION.

This course instructs officers on how to investigate Prostitutes, Pimps and Human Traffickers, etc. The use of the internet for the purposes of promoting prostitution and recruiting young victims has brought about a need for new and innovative investigative techniques.  The St Paul Police Vice Unit has been working effectively to address internet prostitution and the human trafficking aspect. 

This training course will address successful methods of investigation and prosecution of prostitution related crimes which will include: identification of suspects, setting up undercover operations, key elements to establish grounds for arrest, etc

In addition to the classroom portion, this course will include hands on training during an actual undercover operation.  (Please note that you may be asked to alter your work hours for the day of the undercover operation).

Course Topics:

  • Statutes used to prosecute suspects
  • Basic rules and policies in UC (Under Cover) operations
  • Identification of prostitutes and pimps
  • Identification of websites used to advertise prostitution / human trafficking
  • How to perform UC operations for in-call and outcall services (male & female officers)
  • Set up and execution of a successful “John” sweep (male prostitution customers)
  • Equipment needed to successfully perform an undercover operation
  • Evidence needed for successful prosecution of under cover cases
  • Interview techniques.
