Instructor Development; Building Warriors and Leaders 

Cost: $159.00 / FREE with Use of Force Instructor Enrollment

The Saint Paul Police Professional Development Institute (PDI) is sponsoring a 2-day course INSTRUCTOR DEVELOPMENT; Building Warriors and Leaders.  

The role of “instructor” is an ever-changing one in today’s policing. We demand more knowledge while allocating less time to teach and less money to expend. This course is designed not only to update current instructors in areas of Force Response training but to also recharge and renew the energy and enthusiasm it takes to train ethical warriors. The class will take a round-table approach allowing attendees the opportunity to share and learn from each other. Attending instructors should come prepared to present and teach a 15-20 minute block on the policing topic of their choice. Topics covered will include:

  • The role of on-ofcr and in-squad cameras in force encounters and training
  • Updated trends in tactics and engagements
  • Updated caselaw related to force response training
  • Training program evaluation for effectiveness
  • Integration of firearms, combatives, evoc and mental preparation
  • Tabletopping strategies for patrol staff
  • Identifying and motivating audiences
  • Effective presentations
  • Identifying, recruiting and developing instructional staff

Officer Liam Duggan has been with SPPD since 2011.  Prior to that, he was with Burnsville PD for 14 years.  Serving in assignments such as patrol, vice/narcotics, training and special operations, he is an accomplished instructor that is recognized as such by National Level Law Enforcement trainers.  Liam's teaching and speaking credits range from local students entering Law Enforcement to national and international Special Operations and instructor audiences. He is a past president of SOTA (Special Operations Training Association), has numerous certifications and an extensive training history.  Listed below are just a few;
