(BABSEA CLE)

 BABSEA CLE has worked on access to justice and pro bono programmes in Southeast Asia since 2003. Working with law students, faculty, academics, law firms, government and non-government organizations, BABSEA CLE has developed and implemented university-based clinical legal education programmes and grassroots community legal education programmes. These programmes support local struggles for social justice, equitable development, rule of law and protection of human rights while simultaneously imbuing future lawyers, leaders and policy makers with a lifelong ethic of social responsibility and public service.

BABSEA CLE works globally to connect people, organisations, and resources at the government, non-governmental, institutional, and grassroots levels through clinical and community legal education programmes. These partnerships empower vulnerable and underserved individuals and communities by creating and strengthening sustainable legal and human rights education, and access to justice programmes worldwide.

Vietnam Bar Federation (VBF) 

The Vietnam Bar Federation (VBF) is a social-professional organization. VBF manages Vietnamese lawyers throughout the country representing the legitimate rights and interests of lawyers and bar associations. VBF is a member of the Vietnam Fatherland Front whose head office is in Hanoi. 

Before VBF was established, most of the cities and provinces throughout Vietnam only local bar associations existed.   

On the 16th of January 2008, the Prime Minister issued ‘Decision 76/QD-TTg’ approving the proposal to “Establish National Bar Association”. The 1st National Congress delegation of lawyers was then organized in Hanoi and the delegation passed the proposal to establish VBF on the 12th of May 2009.  While there are still a number of local bar associations in Vietnam, the VBF is now recognized as the National Bar Association of Vietnam.

The Faculty of Law was founded according to the Decision No. 95/ Q-HKTL on 02 July, 2010 by the Rector of the University of Economics and Law on the basis of inheriting and developing the functions and responsibilities of the former Department of Law and meeting the objective demands for the process of economic transfer-renovation and of gradual regional and international integration. This process requires the contributions of a large number of policy planners and managers, and businesspeople who equip themselves not only with sound knowledge about finance-economics but also law, and who know how to flexibly apply laws into practical and specific situations with the purpose of winning cases in the their home country. Besides, a panel of lawyers and judges need to get more official and professional training and education in order to deal with arising conflicts regarding trade and commercial transactions that are getting tougher and more complicated among Vietnamese businesses and among Vietnamese and foreign ones. 

The special feature of the Faculty’s training activities is connecting laws with economics. The training programs are flexibly and properly designed to equip students with profound knowledge about laws, solid hands-on skills and proper working manners. Furthermore, students are alsoprovided with supplementary knowledge about economics, finance, banking, securities and international trade, etc to meet a variety of requirements of today’s society.

The 2nd Southeast Asia/Asia Pro Bono Conference and Workshop will bring together academics, law students, lawyers, judiciary, pro bono professionals, policy makers, civil society and non-profit representatives to consider the multifarious ways pro bono initiatives can strengthen access to justice in Southeast Asia and internationally. The conference and workshop will be an exciting mix of keynote speech, panel discussion, poster presentations and interactive workshop sessions. There will be lots of opportunity for participation, collaboration and dialogue.The sessions will showcase selected, timely and innovative pro bono partnerships and provide a unique space for participants to collaborate in order to improve access to justice for some of the region’s most marginalised communities.

The Conference/Workshop aims to:

  • Educate university academics, law students, lawyers, judiciary, pro bono professionals, policy makers, civil society and non-profit representatives about the meaning and concept of pro bono initiatives;
  • Demonstrate the importance of pro bono initiatives to achieve greater access to justice for poor, marginalised and disadvantaged communities in Southeast Asia and internationally;
  • Foster collaborative ties between conference participants to conceptualise, design, launch and strengthen pro bono initiatives locally, regionally and internationally;
  • Demonstrate various models of pro bono initiatives that may be applicable and transferable in Southeast Asia and internationally; and
  • Showcase the successful establishment of pro bono initiatives and programmes.

The conference/workshop theme focuses on strengthening access to justice through pro bono initiatives and programmes. Individuals interested in participating in the conference/workshop are also encouraged to submit papers/presentations addressing one or more of the following topics:

  • Pro bono and clinical legal education (CLE)
  • Successful models of pro bono initiatives or programmes
  • Pro bono partnerships: local, regional, international
  • Advocating pro bono and professional responsibility
  • Pro bono initiatives in Asia today
  • Developing a pro bono ethic in and with advocates for justice
  • Pro bono and technology
  • Pro bono and sustainable strengthening of access to justice
  • Related initiatives that promote access to justice for marginalised communities

Papers/Presentations Guidelines 

The conference/workshop will be composed of several types of contributions:

Full Papers/Presentations - Primarily focused on accomplished research describing successful impacts of pro bono programmes and initiatives.

Short Papers or Reflection Papers/Presentations  – Composed of work-in-progress, reports, fresh developments in the field or a review of recent literature pertaining to a particular problem or approach, indicate what the findings suggest, and/or provide suggestions for solutions.

Law Student Consortium – These consortiums provide the forum for group discussions where law students share individual projects and on-going work related to CLE and pro bono initiatives. Alternatively works such as documentary films, photography or artwork can be submitted with a 250 word abstract.

CLE Clinics Showcases & Exhibitions – Showcases and/or exhibitions that present recent developments
and applications in CLE programmes or initiatives.  These should be designed to inform a large and qualified audience about the successes of any pro bono clinics or programmes globally.

Posters – These contain implementation information or work-in-progress that will be displayed at the conference during the early registration poster display on 10 October and throughout the conference/workshop.
