How to Improve the Quality of Your Hiring Process

Selecting the right candidate for the job can be a daunting task. Narrowing your pool of qualified applicants down to right person is as much an art as it is a science. Whether you are conducting a civil service recruitment process, selecting from an eligilble list, or making a non-civil service hire, this month's training forum walks exam analysts and hiring managers alike through the various stages of the hiring process.

PTC-NC invites you to join us as we introduce our new training format. In an effort to provide our members and guests with a more in depth and rich training opportunity, we are moving away from monthly meetings. September will be our first quarterly half day training forum. Our morning sessions will focus on narrowing your candidate pool. Following an optional networking lunch (boxed lunches available for purchase), the afternoon sessions will zero in on the interview process, and the consequences not employing a defensible selection process.

About the Presenters 

Bryan Baldwin is currently the Personnel Officer for the California Department of Justice (DOJ).  Bryan joined the state in 2000 and has experience with a wide range of HR disciplines in both the public and private sectors.  In addition to DOJ, Bryan has worked at the Washington Department of Personnel and the California State Personnel Board.  He has a Masters degree in Organizational Behavior, is a current PTC-NC board member, and has previously served on the IPAC Board of Directors.  His blog, HR Tests, can be found at hrtests.blogspot.com.

Chris Gist is currently the Selections Manager for the Department of Rehabilitation (DOR) in Sacramento.  He has been in recruitment, selection, and hiring with the state of CA since 1998.  He is now in his sixth year on the PTC/NC Board, including having been President in the 2011-2012 association year.  His major interests and preoccupations in his years of selections have been in working with Subject Matter Expert teams, chairing and leading interview panels, creating useful examining instruments for candidate testing, and training candidates and managers on how to prepare themselves for testing and hiring. 

Jacob Miller has served in a variety of roles in the Executive Branch of the State of California.  Most recently he led the Selection Services Section of Human Resources at the California Public Employees’ Retirement System (CalPERS) and is now engaged in aligning CalPERS technology needs with the right IT resources to implement improved business practices and automated solutions.  Mr. Miller is committed to decreasing waste and increasing efficiency in government and believes that disciplined selection practices serve as the cornerstone to foster a talented and productive workforce capable of furthering this commitment.

Shawn Sherburne is the Client Services Manager at the City and County of San Francisco’s Department of Human Resources (DHR), where he supervises a team providing the full spectrum of HR services to over 25,000 employees and 46 departments.  Prior to DHR, he was the Manager of Classified Operations at San Francisco Unified School District and a Human Resources Analyst II at the Dublin San Ramon Services District.  Shawn has a MS degree in Industrial/Organizational Psychology from San Francisco State University and a BS degree in Psychology from the University of California at Davis.  He also has his PHR from the Human Resources Certification Institute and is a former PTC/NC Vice President for the SF Bay Area.
