Capital Area Plug-in Electric Vehicle Coordinating Council
The Sacramento region is becoming much more friendly to plug-in electric vehicles (PEVs), thanks to a $200,000 planning grant from the California Energy Commission.
The $200,000 Energy Commission grant will allow the Sacramento Area Council of Governments, the project's lead entity, to create the "Capital Area Plug-in Electric Vehicle Coordinating Council (CAPEVCC)." CAPEVCC is a collaborative effort between SACOG, SMUD, SMAQMD, Valley Vision, and Greenwise Joint Venture. The council will include public and private leaders from counties, cities, public agencies, community organizations, private industry, higher education, and utilities. The council will help promote the use of plug-in electric vehicles in the Sacramento area and create a set of consistent best management practices to simplify their introduction.
The Capital Area Region includes 22 cities in El Dorado, Placer, Sacramento, Sutter, Yolo and Yuba counties. With a diverse landscape reaching from the floor of the Sacramento Valley to the Sierra Nevada mountain range, the Capital Region needs to create consistent permitting and inspection guidelines for PEV infrastructure. This planning grant is one of four approved by the Energy Commission's Alternative and Renewable Fuel and Vehicle Technology Program, which supports the use of sustainable transportation fuels. Mr. Porter and Ms. Burrows will outline the major accomplishments of the council thus far, as well as the council’s future efforts.
Raef Porter has been with the Sacramento Area Council of Governments (SACOG) since 2003. He began working for SACOG during the Blueprint project, a 50 year vision for the 6-county Sacramento region, and continues to work closely with local jurisdictions on implementing the growth principals outlined in the plan. Raef manages projects for SACOG related to climate change, travel and land use modeling, and state and federal policies. Currently he is managing SACOGs transition to the UrbanFootprint land use and transportation planning ecosystem, and the regions Plug-In Electric Vehicle Readiness project.
Julia Burrows is the president and executive director of Greenwise Joint Venture, a high-impact regional nonprofit organization focused on transforming the Sacramento area into the greenest region in the country and a hub for clean technology. Before it was a joint venture, Julia managed the “Greenwise Initiative,” spearheaded by Sacramento Mayor Kevin Johnson. She previously worked for 22 years at the City of Roseville, CA most recently as Deputy City Manager and Economic Development Director. Julia received her Bachelor of Science in environmental policy analysis and planning from the University of California, Davis.
