Level 1 Officiating Course

 Sponsored by the Northern California Rugby Referee Society (NCRRS), in conjunction with USA Rugby and the NCYRA.

For the 2014 Rugby Season, all NCYRA Clubs are required to have at least one (1) Level 1 Certified Referee per Team (age group).  Please have your coaches, parents, friends, former players, and anyone else that is interested become Certified Referees by taking this course! 
 

The course focuses on: Game knowledge, role of the referee, principles of rugby, principles of refereeing, positioning, referee preparation, planning, risk management, starting & restarting the game, communication, advantage, open play, contact, touch, lineout, scrum, and foul play management.

NCYRA Policies provide for reimbursement to all course registrants, who register as a Referee that is affiliated with an NCYRA Team, for the $50 course registration fee, the $10 NCYRA Annual Referee Dues and the $45 USA Rugby Annual Referee Dues ($105 total).  You can also register for this course as a Coach, however, the NCYRA and USAR Annual Coaches Dues will not be reimbursed.

The $105 reimbursement check (or other appropriate amount as described above) for NCYRA affiliated and registered Referees will be disbursed upon successful completion of this course, which includes all on-line modules and receipt of the USAR certificate of completion.

NOTE: If you do not currently have a USAR CIPP number, please indicate that on this registration form and the NCYRA will acquire one for you from USAR.

Registration Deadline: Registration will close and no further registrations accepted after Sunday, October 25, 2013, without permission by the lead Trainer, Mike Malone, dependent on the number of students already registered.  No walk-ins will be allowed.

Lunch: Lunch will be provided by the NCYRA.

Pre-course Work Requirements:

• Students must complete an online law exam prior to the course, found atwww.irblaws.com<http://www.irblaws.com>.  Once successfully completed, print out the exam certificate and either email it to Mike Malone or bring it to the course as evidence of completing the online law exam.  Students will still be required to complete an in-class five question safety law exam.

• Students also must complete the IRB’s online Rugby Ready program found at http://www.irbrugbyready.com/?language=EN.

• Please note that these requirements may be completed after the course, but a 30-day completion deadline will be enforced, after which no certification will be issued without successful completion of these requirements.

Items needed to attend the course:

•         Course registration confirmation
•         IRB Rugby Ready certificate
•         IRB Laws Exam certificate
•         Pen or pencil

Attire: Attendees will need to wear comfortable clothing suitable for both classroom and on the field practical sessions.

Course Certification: Current USA Rugby membership, including registration as a referee, attend and participate in all course modules, pass online law exam and rugby ready exam prior to course, and complete short safety quiz administered at course site.

Purpose: The purpose of this introductory course is to enable officials to acquire basic skills to officiate safe, enjoyable rugby competition. Course certification is required for anyone who wishes to referee any match that could potentially lead to a USA Rugby national championship.
