Untitled Document California is home to Silicon Valley and the world’s most innovative technology companies.  Every week, governmental agencies across the state and nation are launching new initiatives to engage citizens, increase efficiencies, promote transparency and transform the way government serves the people.  The recent California Public Utilities Commission decision to allow mobile-app enabled ride-sharing companies to operate demonstrates a fundamental shift in the way regulatory agencies are responding to disruptive technologies.  The National Association of State CIOs this month issued guiding principles to promote the CIO as the technology leader who drives innovation and transformation in state government.  Technology is critical to our governmental agencies to do more with less, to increase public-private partnerships, to embrace principles that encourage competition, private investment, civic participation and enhanced consumer services.
