ITC was founded in 2002 as an International Trade Consulting Firm and a second generation National Corporate Custom House Broker. ITC provides a unique blend of international trade related services to importers, exporters, manufacturers, distributors, public utilities, and local government, focusing on CBP and the Foreign Trade Zone. David Harlow represents four of the nine Grantees in Southern California and assists regions, cities, and businesses with the implementation and oversight of the FTZ Program. Additionally, ITC provides services in eight different states while continuing to grow.
Mr. Harlow, a California native, received his U.S. Customs Brokerage License in 2004. He has spent the last 10 years specializing in the textile industry, footwear industry, and Foreign Trade Zone industry. He began his career with Fritz Companies and Norman Krieger, Inc. Mr. Harlow spends his free time actively participating in the Los Angeles Small Business Commission, Brokers Association, NAFTZ, IVEDC, and the SCFTZ, but most importantly with his wife, Dawn, and three children, Andrew, Adam, and Emma.

John has spent the last twenty years of his career developing stronger and more efficient customer centric approach to global logistics and overall supply chain processes. He has excelled in creating distribution/fulfillment operations that function as a capable interface between suppliers, retailers, wholesale distributors - maximizing product availability, inventory turns, and logistical optimization for the lowest total `landed cost` within multiple business verticals and industries.
His background and experience includes developing and leading FedEx/ Kinko’s Distribution Services into the FedEx post acquisition. USA Wireless, Moulton Logistics Management and working with third party fulfillment companies such as, Deluxe Media Management and AMS Fulfillment. His career emphasis and successes have been on building operational excellence and empowering change management through a unilateral team based approach.
John earned his Bachelor of Science in Business Management & Economics from State University of NY, a certificate in Purchasing and Material Management (CPM) from UCLA in cooperation with the National Association of Purchasing Management (NAPM), a certificate in Innovative Technologies for Distribution Systems from Pennsylvania State University, and a certificate in Building, Design, Layout and Logistical Planning from MIT.
