Project Description:
The Upper and Lower Owl Creek Dam Rehabilitation Projects were located along the Owl Creek in Tamaqua Borough about two miles east of downtown Tamaqua, Schuylkill County, Pennsylvania. The dam is owned and operated by the Borough of Tamaqua and is located along Owl Creek. Upper Owl Creek Dam, was originally constructed in 1921, is a 1300 ft long earthfill embankment with a core wall located at the center line of the dam. The Lower Owl Creek Dam was originally constructed in 1883 and is 850 ft earthfill embankment dam. Both dams are categorized as a Hazard Category 1 (High), Size Class B structures and were included on PADEP's list of Unsafe High Hazard Dams prior to the project.
At the Upper Dam, a new two-stage labyrinth spillway in conjunction with raising of teh embankment and flattening of the slope was constructed. Emabankment drainage, removal of the valve tower and gate house, installation of new sluice gates, and a pedestrian bridge were also included in the project. The improvments at the Lower Dam included construction of a new drop box spillway, inconjunction with Roller Compacted (RCC) armoring of 175' of the embankment, flattening of teh downstream slope, installation of a drainage system and modifying low level outlet works.
