The Proposal Basics webinar will provide a one-hour overview of the federal solicitation process, uniform solicitation format, pre-proposal activities, proposal development, and strategic communications.  This webinar is intended as an opportunity to begin learning about the federal solicitation and proposal submission process.

 

Presenter:

Rick Evans - Executive Director, Government Contract Assistance Program

J. Rick Evans, Executive Director, Government Contract Assistance Program and the Organization for Economic Initiatives, Inc. (OEI), an Oregon private non-profit corporation that administers the Government Contract Assistance Program (GCAP). In 1986, Rick was hired as the first Director of Oregon's Procurement Technical Assistance Program and has helped grow GCAP into a multi-office, statewide program. Rick is a Certified Contracting Assistance Specialist (CCAS), a recipient of the APTAC's Fellow Award, Member Achievement Award, and a national trainer and speaker on procurement related issues. Prior to his experience with GCAP and OEI, Mr. Evans worked for a major aerospace firm in marketing as a proposal development specialist, selling goods and services to both the U.S. and foreign governments. In his 32 years of government contracting experience, Rick has helped sell billion-dollar air defense systems to foreign allies, helped a client get a $256.00 award for collecting trash from a park, and taught courses on RFP analysis and proposal development, marketing to the government, and contracting. Rick also teaches college US, WWII, and Middle Eastern history and has served on several local and national boards, including President of APTAC, Chamber of Commerce Director, and local School Board Chair and member. Rick’s greatest accomplishments: Husband, Father, Grandfather;  lead singer with Rick Mantis and the Tasmanian Wombats, and hoeing 80 acres of cotton in 114 degree heat, only to find out later…it was the wrong field.
