Alexandra Anagnostis-Irons is the founder and President of Total Marine Solutions (TMS) with offices in Fort Lauderdale, Florida and Houston, Texas.  Alex started her shipping career in the cruise sector and enjoyed over 16 years serving in a number of executive roles within Marine & Technical Operations.  She left the cruise industry in September 2000 as Royal Caribbean’s Director, Technical Purchasing to launch Total Marine Solutions. 

Her objective was to develop an organization focused on supplying MARPOL compliant solutions to ship owners and operators with the highest levels of support and customer service.  The combination of strong, long-standing partnerships with solid manufacturers of proven technology and unsurpassed customer focus has proven to be a solid foundation from which TMS has evolved and continues to prosper.  With global support and presence, TMS works closely with their clients in support and strengthening of their compliance culture from all markets of the industry – cruise, commercial, offshore, government and mega yachts. 

Clay Maitland has worked in the shipping industry since graduation from law school in 1968. Clay has been employed by International Registries, Inc. for 37 years and is now a managing partner of the company, which administers the Marshall Islands Ship Registry – the third largest registry in the world. He is President of the Trust Company of the Marshall Islands (TCMI), the statutory Maritime Administrator of the Republic of the Marshall Islands. Prior to the year 2000, Clay held similar positions with regard to the maritime administration of the Republic of Liberia.

 Since May 2006, Paul D’Annunzio has served as Manager of Environmental Stewardship at Royal Caribbean Cruises Ltd. He currently is responsible for developing and maintaining corporate environmental policy, objectives and targets, key performance indicators, and long term environmental goals.  As well as evaluating new technologies and developing initiatives regarding the advancement of programs related to water and wastewater, waste and chemical management, and energy and air systems. 

Prior to joining Royal Caribbean Cruises Ltd., Paul spent 8 years serving as Environmental Superintendent for Carnival Cruise Lines and 2 years as Coordinator of Technical Operations for Premier Cruises.

Captain Gould was previously assigned to the Research, Development, Test and Evaluation (RDT&E) Program Manager at Coast Guard Headquarters since 2009. As the RDT&E Program Manager, he oversaw the Coast Guard’s Research and Development Program, including the 100-person Research and Development Center in New London, CT. He also managed the Test and Evaluation Program for the Coast Guard’s new complement of cutters, aircraft, and Command and Control systems.

Prior to being assigned to the RDT&E Program, CAPT Gould served as the Deputy Sector Commander at Coast Guard Sector Baltimore from May 2007 to May 2009. His first assignment in 1988 was as a Deck Watch Officer aboard USCGC VIGOROUS (WMEC 627). His career changed course when he was assigned as the Commanding Officer of Coast Guard Station New York in 1993, executing all search and rescue, law enforcement, and pollution response missions in the dynamic New York Harbor environment. This ashore command later resulted in his assignment as the Surface Operations Officer at Group-Air-Station Atlantic City from 2001 to 2003. He also served as the Boat Forces Platform Manager (CG-731) from 2003 to 2007, where he was responsible for the procurement, standardization, and maintenance of the Coast Guard’s fleet of approximately 2,000 boats. During his tenure, the Coast Guard procured the Response Boat Small, two versions of the Over the Horizon cutterboat, the Trailerable Aids to Navigation Boat, and the Special Purpose Craft-Law Enforcement among others.

Glenn Wiltshire, a 30-year veteran with the U.S. Coast Guard, is the Deputy Port Director for Broward County’s Port Everglades.  He is second-in-command of the world’s second busiest cruise port and Florida’s top container port, which generates over $28 billion in economic activity and 224,000 jobs statewide.He also chairs the Florida Seaport Transportation and Economic Development Council’s Security Committee. Previously, Wiltshire was the U.S. Coast Guard Captain of the Port for New York/New Jersey. He graduated from the U.S. Coast Guard Academy and earned a Master’s Degree from Harvard University’s John F. Kennedy School of Government.

Donnie Brown joined Cruise Lines International Association (CLIA) in September 2014 as Director, Technical and Regulatory Affairs, Environment and Health. Donnie is responsible for developing and coordinating industry positions on environmental, health and medical issues and representing those positions to international, federal and state regulatory bodies. He manages significant roles in several committees where the cruise industry’s environmental and health positions are developed including air emissions, waste disposal and discharges, and vessel sanitation and medical programs. He is based in CLIA’s Washington, D.C. office. Prior to joining CLIA, Donnie retired from the Coast Guard at the rank of Commander.  His most recent assignment was to the Office of Maritime & International Law where he provided agency-wide legal counsel to senior officials and federal interagency leaders on transnational maritime threats with specific expertise in facilitating others to reach agency, national, and international consensus on policy matters.

Joan Bondareff focuses her practice on marine transportation, environmental, and legislative issues. Ms. Bondareff represents clients in many industries and state and local governments in matters related to: maritime regulations and public policy, environmental law, government relations, international law, federal grants, port security. Prior to joining Blank Rome, Ms. Bondareff was chief counsel and acting deputy administrator of the Maritime Administration, U.S. Department of Transportation. She was also former majority counsel for the House Committee on Merchant Marine and Fisheries. Ms. Bondareff recently served on the Obama Transition Team for the Department of Transportation handling maritime related issues. She worked on the OPA 90 legislation, and also helped develop the Natural Resource Damage Assessment regulations when she was the assistant general counsel for Ocean Services at the National Oceanic and Atmospheric Administration. 

Neil McNeil is an experienced Executive with more than 35 years in the Transportation, Energy and Maritime Industry. After completing a Cadetship with Denholm Ship Management Mr. McNeil graduated from Glasgow College of Nautical Studies in 1985 serving as a ships officer for a further 12 years on various ship types, including the Offshore Sector. Prior to joining V.Ships USA in November 2008 he was employed with British Petroleum (BP), during this tenure he spent 5 years as a Regional Manager for BP Shipping USA based in London. He is currently the Managing Director for V.Ships USA LLC, based in Fort Lauderdale. This is one of the 18 Ship Management offices that the company, the largest Ship Manager in the world, presently operates.

Mr. Green is the National Account Manager for Stericycle’s Sustainable Maritime Solutions (SMS) division.   Since joining Stericycle in November of 2007, he has held various positions in sales including Major Account Executive, IWSS Specialist, and Regional Integrated Account Executive.  He is responsible for the maritime program’s development, branding, and sales in the United States.   SMS’s global approach has afforded them the opportunity to manage some of the biggest names in the maritime industry.  Prior to joining Stericycle, Mr. Green was an Account Executive and Sales Manager with Ricoh Business Solutions.

Wim Peetoom, a Master Mariner with 15 years of sea-going experience, has worked with Lloyds Register North America for 9 years.  Currently as the Operations Manager, Americas MMSO (Marine Management System Offices) for Lloyd’s Register Marine.  He is responsible for maintaining oversight and compliance, provide guidance and support, on all matters concerning Marine Management Systems in the Americas region to internal and external clients. Wim is a certified ISM and ISPS auditor, MLC Inspector, and ISO9001, ISO14001 & OHSAS 18001 Lead Assessor. After his seagoing career, Wim has worked for an offshore company, cruise ship operator, yacht management company and a consultant in the marine industry.
