In January of 2016, municipalities with 50 or more "full-time equivalent" employees will be required, at a minimum, to complete the new IRS Form 1095-C for each of its full-time employees. The reports must be furnished to the employee by January 31, 2016 and to the IRS by February 28, 2016 (or March 31st if filing electronically). Each form will require the municipality to input detailed information regarding the health insurance benefits offered to the employee in order to avoid triggering the ACA's so-called Play or Pay Penalties. In addition, the IRS has imposed additional penalties on employers of up to $500 for each employee who is not properly issued a Form 1095-C.
