What is PACE Financing?

Property Assessed Clean Energy (PACE) Financing is a simple and effective way to finance many different types of improvements to new and existing homes and buildings. PACE utilizes low interest financing to cover the full costs of upgrades, and is repaid by property tax assessments that stay with the property for the duration of the loan.  PACE can help home and business owners finance improvements for energy efficiency, solar panels, geothermal heat pumps, water conservation, heating and cooling systems, lighting improvements and more for almost any property – homes, commercial, industrial, non-profit, and agricultural.

What's the Status in North Carolina?

PACE enabling legislation has been in place in North Carolina for seven years through an infrastructure bill with sunsets being extended along the way.  Though the existing legislation allows for PACE Financing programs in theory, the statutory language presents significant barriers to implementing PACE. Given the legal uncertainty in North Carolina combined with low awareness of the program generally, no residential or commercial projects have been completed with PACE Financing in the state.  NCBPA is working with a coalition of partner organizations to draft true PACE Financing legislation in order to allow for projects of all types to begin.

About the Presenter:

Elyssa Rothe joined PACENow in January 2016, after working with Energize NY, NY State’s PACE program, for 4 years. She has spent her career working in the clean energy sector, primarily under several marketing and outreach contracts for the New York State Energy Research and Development Authority (NYSERDA). She currently serves on the Board of Directors for 2 non-profit organizations in Westchester County. Elyssa graduated from New York University with a bachelor’s degree in social entrepreneurship, and received a Professional Certificate in Fundraising from NYU in 2014.
