Course Description: Climate Action Plans - how they are developed, what they measure, and what they mean.
The takeaway: A panel of agency and local goverment staff and private sector planners from the California Coastal Commission, the Cities of Oxnard, Santa Barbara and Goleta, and a CEQA air quality specialist from RECON Environmental will introduce the overarching issue of climate change (biology, weather, sea level rise, fires, sience and technology), the regulatory response (AB 32, executive orders, Climate Action Plans (CAPs), policy guidance, adaptation plans, ordinances, court decisions (Newhall Ranch), agency responsibilities and implementation, the California Environmental Quality Act (CEQA) implications, and recent lessons learned (successes and challenges) and implications for land use (permitting, projects, property owners, and NIMBY).
