DETAILS:            The City of Manhattan Kansas experienced a flood event in 2011 that required emergency disaster services from USACE and FEMA. In the wake of that event, a non-structural assessment was completed. The project identified opportunities to reduce/manage flood risk and to reduce the potential for flood damage. The project also helped to create guidance to aid other communities with non-structural mitigation assessment and implementation. The presentation will give an overview of how the assessment was conducted in Manhattan and what the outcomes were. 

BIO:                    Mr. Rast is a registered Professional Engineer (PE) in Kansas, as well as a Certified Floodplain Manager (CFM) and a Project Management Professional (PMP).  His projects increase awareness and enable communities to enhance flood mitigation work:  Work elements include risk analysis, nonstructural and flood proofing measures, floodplain management plans, and flood forecast inundation maps, flood warning systems, and emergency action plans. 

                           Mr. Rast has worked as an engineer in hydrology and hydraulics, since 1993.  He received a degree in Civil Engineering with a secondary major in environmental science from Kansas State University in 1994.  He did consulting for stormwater management and site development.  In 2004, Mr. Rast earned a masters degree in Engineering Management from the University of Kansas.  In the same year, he began work as a project manager in the U.S. Army Corps of Engineers, on Civil Works water resource projects in flood risk management.  He completed advanced training from the Corps’ Planning Associates Program and Leadership Development Program.  He is a member of the Corps’ Nonstructural Flood Proofing Committee.  Since 2009, as the Lead Silver Jackets Coordinator with state lead hazard mitigation teams in Kansas and Missouri, he has lead over ten interagency projects that have improve flood resiliency. Several were pilot projects that improve the management of flood risks.  In 2012, peer state programs voted the Kansas team the 2011 State Team of the Year.  In 2014, he facilitated progressive outreach tools for improving flood hazard mitigation work, including developing public engagement strategies and leading the formation of the Region VII, Federal Partners Mitigation Work Group.  In 2016, he began work with the Corps’ Institute for Water Resources on the Public Awareness and Communication Team to assist in risk communication associated with the levee safety programs.
